This budget deck is built around Liquimetal Coating , Myr Landshaper , and Voltaic Servant . Liquimetal Coating and Myr Landshaper turn your opponent's lands into artifacts for removal, and Voltaic Servant untaps them so that they can be used again on your opponent's turn (it's basically a 6 cent replacement for Voltaic Key that can also block in the early game). The rest of the cards are for removing artifacts. For creatures, you have Elvish Scrapper , Tin Street Hooligan , Vithian Renegades , and Hoard-Smelter Dragon . For non-creature spells, you've got Smelt , Smash to Smithereens , Ancient Grudge , and Splinter (which can take out every copy of a basic land and cripple your opponent as early as turn 4).

If you've got a couple of extra bucks, replace the two copies of Smelt with a fourth copy of Splinter and another copy of Voltaic Servant or Hoard-Smelter Dragon. You could also consider a couple copies of By Force or Viridian Revel - Smelt is only in there because it's a 3 cent card that got me under my budget.
