Updated Rules Relating to Kicker Costs —Feb. 7, 2018

Added:

104.3 - Cards with a kicker cost or multi-kicker cost such as Conqueror's Pledge or Apex Hawks may be played as long as the kicker cost causes the caster to pay at least 7 mana.

StumpyIB There is currently no banlist and all cards that fit the criteria are legal, including un-set cards. I'd love to see what you come up with

Also, if someone has a card that increases the cost of cards to cast, Grand Arbiter Augustin IV for example, would 6 mana cards be legal?

One last question. Basalt Monolith? All it does is make mana and untap itself but does the untap abillity make it illegal? Also planeswalkers? Nicol Bolas, Planeswalker for example? it has 7 converted mana cost but is there a ruling that you can't use planeswalkers?

KumaLKS Using a card to create a higher casting cost for cards that have a converted mana cost of less than 7 is illegal simply because the original cost of the card is not 7. Basalt Monolith is illegal.

Not sure if this rule has been discussed, but I'd like to propose an additional rule to allow spells with kicker as long as the total mana spent to cast them is 7 or more. While kicker doesn't affect CMC on the stack, I feel like it still meets the flavor of the format. This would mainly affect Multikicker cards like Everflowing Chalice or Joraga Warcaller, etc. If this rule is ultimately denied, I'd like to at least submit a rules clarification, for "noncreature artifacts that add mana but have no other effects or abilities," be clarified/changed to exclude abilities like Multikicker, so Everflowing Chalice can be legal. I mainly just really like that card.

HR19 that rule is already in effect and I believe is in the rules above as an alternative cost.

Multikicker and Kicker are not alternative costs, they're separate additional costs. Multikicker specifically is more like an X cost, because you choose how much.
