Illuna is an exciting commander that combines mutate beatdown with permanent cheating.

My list has a main win condition in commander damage beatdown - it wants to put Illuna on a creature that can grow and then deal 21 in 3 attacks or less. Fiery Emancipation and just one counter is a one-hit kill; Illuna on a Savageborn Hydra with 5 counters is another one-hit kill. Exciting!

The deck uses Scroll Rack, Sylvan Library, and Brainstorm for setup plays, but it's perfectly happy to trigger Illuna "blind" because it's designed to minimize chances of whiffs by having few low-value nonland permanents. The player can always elect to draw the revealed card if it would be a bad choice to cheat it out (which helps if you flip a mutator).

The deck's other major theme is getting value from instants and sorceries. There are two copying enchantments (Double Vision and Swarm Intelligence) that allow you to make incredibly swingy plays by casting spells like Genesis Ultimatum. They also allow for a slow recursion loop with Bala Ged Recovery and Regrowth.

A minor theme in the deck is value from burn. Brash Taunter and Vigor allow you to get amazing incidental value from burn-based board wipes and fight effects.

Most of the cards that Illuna tries to cheat out are 6-8 mana and either work as a value engine or work to enable an alternate win condition when the commander beatdown is insufficient.

Among the lands are a couple land destruction pieces to ensure that Illuna is not shut down by Maze of Ith. Kessig Wolf Run is a helpful late game mana sink to help close out the game, and Contested Cliffs is as close to free removal as the deck can have - Illuna is a huge beast!
