The budget is a loose $100. Going for self mill to create the zombie tokens with enough tribal support to make them a threat. Plenty of the self mill comes at instant speed to lessen the impact of the lack of haste in these colors. Since the mill is supposed to be smaller, I opted for ways to refill the library and protect the graveyard instead of the (pricier) milling combo win strategies.
