I have. I don't have all the resources, card pool/budget, that some players have. So I can't just copy pasta.
Now the idea is to cycle. And remove redundant cards.
I'd also like to play around with the archetype. Get some discussion. Put my own flavor on it. And maybe improve my game theory as well.

RUBs me the right way. Thoughtseize/Durress vs Peek. Making this switch would allow me to drop some counters. Add dismember, maybe spot or mass removal.

So I think Kolaghan's Command is one of the key cards for Grixis Delver. For one, it's probably the bet (or 2nd best) form of CA. You have Young Pyromancer, Electrolyze, and (occasionally) Snapcaster Mage. Besides that, it's just a ton of cantrips. Besides being extremely versatile, Kommand is almost always CA, a la Cryptic Command. I would prioritize grabbing those over anything, because they are absolute monsters in this deck.

Cryptic Command. Excellent card out of my price range for now.
Kolaghan's command seems good. Haven't had too much success with it in test play. Perhaps sb2?

Take out the delvers if you want to run Keranos. He's good in control shells, and making this Grixis Control is a better idea than not.
For starters, take out the Sleight of Hand for the other 1 Serum Visions and 2 land.

This is either delver or control. But it can't be both. So you either drop the keranos and the high mana stuff to have a fast tempo shell, or you drop delver and some of the cantrips to make a control shell.

If you wanna get some Izzet Charm's in, I'd probably take out Forked Bolt or remove Vampiric Link and Remand from the sideboard and move the 2 Grim Lavamancer to there. Remand is good but it's usualy in the mainboard or it's not played at all.

For the sideboard, I think that Rough/Tumble than Pyroclasm, because it doesn't hit your delver.

Go up to 4 Serum Visions. Way better than Sleight of Hand.
I'd also rethink that mainboard Keranos. Super slow and doesn't fit the tempo game. Add it sideboard if anywhere.
What are your thoughts on Surgical Extraction? How useful is it for you? Have you considered Slaughter Games instead?

Keranos, God of Storms. I think he performs fantastic ever time he drops. And I don't even need him in my hand he can jump in from graveyard with Kolaghan's Command Or be swapped to graveyard with Izzet Charm
Serum Visions. I'm not exactly sure if it's better or not. Sleight of Hand let's you pick a card. And more then likely with all of these fetches. My deck is gonna shuffle. Or pumping my graveyard with thought scour.
Rough/Tumble. I think you are right about this card.

Trust me, do NOT mainboard surgical. All it'll ever do is lose you 2 life at instant speed. Not worth it except in a few matchups. I think it's worth the 1 sideboard spot, but accept that it'll rarely see play - only against podless, living end, and grishoalcannon I think. Just the graveyard decks.
Delver is a tempo deck. Keranos is not tempo, he's control. Great sideboard card for when tempo doesn't work, but I don't think you should be playing with him mainboard in a delver list.
Serum Visions is way better. It takes a little foresight, like cracking your fetch before playing it, but it's way better than sleight of hand.
Definitely mainboard Remand if you're going to play it.

Engineered Explosives is the sideboard tech you're missing. I play 2 in my deck, but you can get away with 1 in place of 1 Spell Snare. Rough/Tumble should be 2 Anger of the Gods.
I'd cut 1 Darkslick Shores, 2 Gitaxian Probe, and 1 Forked Bolt for 2 Sulfur Falls, 1 Murderous Cut, and 1 Electrolyze.
3 Cryptic Command look nice in here replacing 2 Duress and 1 Forked Bolt, but they're expensive, and the Duress and Forked Bolt are fine.
Neither Keranos, God of Storms or Mogis, God of Slaughter are that great, but Snapcaster Mage's price is ridiculous and there aren't many great creatures to run. I think you can cut the Mogis to mainboard the Spell Snare I suggested removing from the sideboard.
As a whole, this is a super solid list, but it will struggle to close games. Without Creeping Tar Pit and the final 2 Snapcaster Mage, it's certainly possible, but more difficult than necessary to actually win. And no Cryptic Command means it will be harder to stay alive long as well.

I love getting Gitaxian Probe first hand. Coupled with thought scour. And tasigur. Makes a mean as hell start. I don't think I'll drop it.
The duress is a great alternative to that. But I'd really like to get it for free. So maybe with a couple thoughtseize in there.
I got murderous cut. But I am not sold on its usefulness. Seeing as it takes away from my early delve creatures. Like exclusively. It's black. I only play black mana if I pull a delve creature. First hand. Or duress. Maybe.
Now it'd be great if I side boarded out my creatures. But I'm not even sure under what situation I'd do that.
I lost a steam vent. Irreversible.
Tarpits. Definitely a future purchase.
Do not have wrath of god. I hear how I should have it all the time. I'll get it.

I played a variation of this deck a bit, and I've been super impressed with Ancestral Vision so far. It's the perfect card draw spell, and it works really well with Goblin Dark-Dwellers. Yeah okay, maybe it's $40 now, but it's not like your other alternative upgrade options are better- Snapcaster Mage is $60, Liliana of the Veil is $115 if you want to go that route, Scalding Tarn is $90, and Jace, Vryn's Prodigy Flip is $85.

I think Snapcaster Mage is more important than Ancestral Vision. Ancestral Goblin is a deck I'm working on and I can say that Vision + GDD is some insane synergy. However, Vision can't really be jammed into any deck; you need to build specifically so that the deck can support it.
I think you're right about Murderous Cut. A 4th Terminate is also a fine option.
I dislike Gitaxian Probe because grixis is a very life intensive deck. Probing turn 1 is a good play against a midrange or control deck for the information, but those matchups are favored anyway. Probing turn 1 against Burn is almost guaranteeing a loss in one of our worst matchups. Basically, it's a win-more card.
Duress is generally not as good because of the tempo loss. You're investing mana into a card to 1-for-1 trade with an opponent's card that they have invested no mana into. Duress is fine turn 1 since our only other proactive play is turn 1 Lightning Bolt when you're on the play, but you'd much rather hold up Spell Snare when on the draw because it's tempo gain.
