At first, I approached the Locust God through an "instants and sorceries" matter given how many of those cards enabled me to draw cards to get locusts. However, after doing that, I felt like I could focus the deck to get more value out of purely drawing cards. After spending some time on that idea and tweaking a bit, this is currently what I have. In a sense, it was like building if one were to build a Nekusar deck without black. The only difference is that I don't want to punish my opponents for drawing cards, rather I want to punish them for letting me draw an absurd amount of cards in a turn and be very aggressive with my creatures. It's not the best version, but it should work on a budget of about $100 at the time of this description.

UPDATE: After having played this deck for a while, I have found ways to keep on fine-tune and continue to narrow in on the idea of just purely drawing cards. I plan on taking out Charmbreaker Devils, Niv-Mizzet, Dracogenius; Nucklavee, Master the Way, Fellwar Stone, Halimar Depths, Battle Hymn, Keep Watch, and Darksteel Ingot for Mind Stone, Talisman of Creativity, Echo of Eons, Temple of Epiphany, Mindwrack Liege, Rapid Hybridization, Blasphemous Act, Shared Animosity, and Opposition.

UPDATE 2: I've updated my deck and have included some of the cards that I wanted to include in. However, that was a while ago, and I figured that I might as well consider seeing if a few tweaks to the deck will be worth it in the hopes that a fine-tuned version of the deck will be able to see in-person games a few years from now. Those tweaks are in the "Maybe" column of this decklist.

UPDATE 3: I've finalized all of the cards in the deck and I like how fine-tuned this deck is. It can hold its own against other competitive EDH decks and I don't intend on touching or tweaking this deck ever again.

UPDATE 4: I changed a few cards, but I'm keeping my deck simple relative to the people I consistently play with.
