I have no intentions to bring in the blood token mechanic. Voldaren Epicure is just a nice 1 drop
Voldaren Estate is decent if u play a standard vampire deck build around blood tokens...
You have way beter lands for EDH.

Personally, I like having Falkenrath Noble in my Edgar Markov deck to have another Blood Artist ability. Other cards I would also recommend would be more one drop vampires such as Voldaren Epicure, Vicious Conquistador and Vampire of the Dire Moon.

Hey, you keep getting mana screwed? But 26 lands is high amount for Vamps. Deadly Dispute is a good Standard card for draw and ramp when playing Blood tokens and little creatures especially Voldaren Epicure. 4x Dispute could replace 2x Edgar's Awakening and 2x Westgate Regent? I don't think Westgate Regent is good enough Vamp at 5 mana.
Vampire Socialite is a reason to be playing all Vamps, tribal and it's really the only true tribal card here. Could add 2x more Socialite, cutting Restless Bloodseeker Flip and Vampire Interloper?

There's a lot of "unnecessary fat" or "chaff" in this list that will lead to performance consistency issues in truly competitive settings. The land count is so low that first 3 turn board development will be very inconsistent from game to game, there is a very limited number of mass draw spells and effects combined with a crippling overabundance of ritual effects (every card in a Birgi helmed deck is a ritual, no need for actual rituals). There are functionally worse performing cards occupying win conditions slots (Aetherflux Reservoir instead of Dragon Mantle or Voldaren Epicure, Experimental Frenzy instead of the simply outright better and less restrictive Mystic Forge. Not to mention functionally irrelevant cards like Twinflame (with no legitimate Kiki style win line), or all the ridiculously useless cantrips.
You can take a look here Birgi Storm Top [cEDH Primer] for a more streamlined version that's been thoroughly tested for several hundred games at this point to achieve close to statistical mathematical optimization in the most competitive possible environments.

Strefan Modified (needs help)

Because of Strefan's 1st triggered ability, may I suggest the following:
End the Festivities is essentially a 1 mana Bonfire of the Damned
Impact Tremors gives you an added bonus for getting vampires on the battlefield.
Voldaren Epicure, if cast after Strefan enters the battlefield, nets you a vampire and at least 2 blood tokens for 1 mana.
Skull Rend and Vicious Rumors deal damage to each opponent and force them to discard cards.

I'm also trying to make a deck of that kind, and I have some ideas for the sideboard :
I don't see many cards that you would absolutely want to side out, except your 10 instants against bogles, so your sideboard should have creature destructions that handle hexproof : lightning bolt and dark withering can be swapped for more diabolic edicts/chainer's edicts, Fleshbag Marauder can integrate your toolbox and Crypt rats too. I prefer Electrickery to Nausea as it can be played at instant speed.
Tortured Existence lets you play some maindeck toolbox too and have one of some cards that can be maindecked in madness too : 1 Gurmag Angler for instance, 1 Insolent Neonate is not a toolbox card, but can still be maindecked and give more options
2021 saw MH2 give 5 new madness cards, namely Kitchen Imp and VOW introduced blood tokens as a new way to discard, 14 card in the right colors, but only Voldaren Epicure caught my attention, Blood Fountain has its uses but is too slow here.

General comments: Most builds of vampires usually either fall into tribal beatdown, or a more aristocrats themed build with Viscera Seer, Cordial Vampires, Blood Artist, Cruel Celebrant etc. This looks like a decidedly beatdown version of Vampire tribal so I'll give suggestions along that line.
Card to cut:
Bloodthirsty Adversary is a very strong midrange card. However, you only have 7 instants/sorceries, of which 3 are 1 mana and 4 are 2 mana (so you'll never be able to cast a 3 mana spell with it). Basically Adversary is just bad here so I'd cut it.
Mayhem Devil would be really strong... in the aristocrats version of this deck. How often are you actually going to be sacrificing blood tokens, which require mana sink and cards to discard? Probably not that often.
Voldaren Epicure doesn't really do much here. None of your cards care about blood tokens except one, which actually cares about the blood tokens your opponent has.
Card suggestions:
You definitely need some strong one drops in the deck, especially if you cut Epicure. Vampire of the Dire Moon is one of the best. Knight of the Ebon Legion is probably the second best. Vampire Cutthroat is okay if you need more.
Lowering your curve is also probably a decent idea. Stromkirk Captain synergizes extremely well with deathtouching vampires, so I suggest Gifted Aetherborn and Nighthawk Scavenger.
If you want to lean more into the blood token theme and keep Epicure, Bloodtithe Harvester is a decently strong 2 drop that can act as additional removal with Gatekeeper.
