Get yourself an Esper Panorama to help fix your lands, and maybe a Manalith if you think you need more mana rocks.
For tapping/untapping, consider a Thassa's Ire , which, though it costs more mana to tap/untap than Freed from the Real , it doesn't attach to the creature, so isn't destroyed if Merieke is destroyed/bounced/exiled. You may also want (or maybe not) a Village Bell-Ringer if you want to surprise-flash-uptap to give Merieke (and your other tapped guys) the ability to re-tap and cause mayhem at instant speed.
What are you win conditions? You've got a very controlly build, but how are you going to reduce opponent's health to 0 if they are also playing control, like a Mill or lifegain build? Also, with Detection Tower being your only way through Hexproof/Shroud, you may need to consider more ways to allow Merieke through those barriers.
You may also need to deal with threats before they hit the battlefield--Mereike doesn't protect you against ETB effects, and some of those can be pretty bad--so getting yourself some cards that allow you to selectively remove bad threats from your opponents' hands might give you the edge. Plus, apart from Counterspell and Dissolve , how can you stop enchantments and artifacts with ETB effects from hitting the battlefield? Fortunately, Esper does this kind of control best. Maybe playtest with things like Tidehollow Sculler , Sin Collector , and/or Vizkopa Confessor (this last guy is really nice because Extort will help you get that life back while draining everyone's health--stupidly powerful in a 4-player game). There are other cards that do this too but I'm not remembering them--you have lots of options, especially in Dimir ( Thought Erasure comes to mind, and I thought there was a creature from Guilds of Ravnica that did the same thing but I can't find it atm).

kamarupaI did upgrade two cards to the ones you mentioned and it had a huge effect on the competitiveness on the deck, according to tapped'. So I think how valued the cards are irl is a big and could be a determining factor, at least important. However you could argue, when I switched one cheap card to a more expensive one from the list, it suddenly made the deck LESS competitive according to the meter. This was when I already had the said cards. Yet, the impact was big. So i guess you are right about it having to do with how much pay to play it is, however, i suspect it could have to do with the combination of the cards as well. After all, slapping a deck of completely unplayable and yet expensive cards together won't make it competitive, right?
Right now it's a discard/control deck, could also be a taxes deck depending on how one defines it. As i've understood it taxes usually implements higher elements of white and creatures, such as the things that have extort and temporal exiles etc. It could be interesting to know more about that. Which leads us into the next subject: when you say "fork" I assume you mean copying the decklist and putting it in a new deck so you can use the cards and look at it. And I think that's what I will do with it, creating a similar deck with extort and cards such as Treasury Thrull and Vizkopa Confessor. I thought it would be fun to play that sort of deck, and probably orzhov and also include Temporal Extortion in the deck. That would be fun for the first fork. U got any ideas?

You're off to a decent start, I'd say. Your curve looks good, though you're mana base is a bit weak at the moment (you should be running about 40 land for consistency). Some commentary as I took notes:
Heliod, God of the Sun doesn't seem to fit with the overall theme of the deck. You'd be better off with a card that will give you lifelink creatures or something, to help offset the life-loss from your various effects. Whip of Erebos would be my pick for this deck.
Blood Tribute is going to want more vampires, which are kind of slim in your deck at the moment.
Brainspoil is...poor removal. I would remove it. Killing Wave , on the other hand, is a good choice for sweep, and Remorseless Punishment and Temporal Extortion are nice. I like Near-Death Experience as an alternate win-con, but Path of Bravery is going to hamper that, especially since you don't appear to have super-consistent lifegain.
You have...two? infect cards. I would remove them since infect is really an alternate win-con that you aren't geared toward. Diseased Vermin might make for an alternate rat if you must have a rat, especially if you can give it evasion somehow, and it works with lifelink. It's not a strong pick for the deck, though.
Knight-Captain of Eos wants more soldiers. There are quite a few vampire soldiers, and some of them would work well in this deck. Vicious Conquistador is one that works with your theme.
Seekers' Squire doesn't really seem to fit any of your themes.
Wall of Shards short-circuits your life-drain by giving increasingly large amounts of life to opponents. You don't need it. I would also skip the Hyena Umbra and Hatred .
As for further suggestions, things with Extort are good. There's always the Exquisite Blood + Sanguine Bond combo, which can also use Vizkopa Guildmage in place of Sanguine Bond.
Other suggestions:
Ones that work somewhat with the life drain: Defiant Bloodlord , Retreat to Hagra , Thrull Parasite , Bontu's Monument , Kambal, Consul of Allocation , Underworld Coinsmith (this would be a reason to keep Heliod, actually), Zulaport Cutthroat , and maybe Vizkopa Confessor
Others that pay life or give you life somehow: Arguel's Blood Fast Flip, Chainer, Dementia Master , Cruel Sadist , Phyrexian Reclamation , Vona, Butcher of Magan , and Elenda, the Dusk Rose (for working with your creatures dying).
All of this, of course, is subject to what you're willing to buy, and you don't have to listen to anything I say. It's your deck, after all.

First off, nice to see you again. Second, I figured I would have to address all these issues again. I know that the CMC is heavy, it was before I had to rebuild the deck. I totally forgot about Urborg, Tomb of Yawgmoth so that will be something to go in. If somebody is giving me trouble then Vizkopa Confessor and Sin Collector can take care of some of their key cards (looking at you combo and control players). Revenant Patriarch may seem underwhelming, but it has really helped me before. Once when I used it against an Aurelia, the Warleader voltron deck I was able to buy some time so I could ult my Liliana Vess to take them out. Agent of Masks and Yahenni, Undying Partisan seem underwhelming, but they work great with the other cards in the deck.

One thing that really stood out to me was that the average CMC is ~4, and there are only 4 ramp cards. That's higher than my Omnath, Locus of Rage deck and it has plenty of high-CMC bombs!
There aren't too many options for ramp in BW, but you'll find plenty of ramp in black. Urborg, Tomb of Yawgmoth and Cabal Coffers go together amazingly. Basalt Monolith is a nice, quick 3 mana. Orzhov Cluestone, Commander's Sphere, Mind Stone and Hedron Archive all provide ramp early game, and can be cracked for draws late game.
As for cuts, I'd recommend Vizkopa Confessor and Sin Collector since single player discard is low-impact in multiplayer games. Agent of Masks, Yahenni, and Revenant Patriarch are either mediocre or don't really follow the deck's game plan.

While they would be pretty decent in the deck it's just not something I really want to do. I had Grave Betrayal in here and was thnking about Dictate of Erebos at one point, but decided to cut in favor of Grave Betrayal. I'll think about your suggestion though!
I agree! Teysa decks are strange, especially the ones where the other Teysa is at the helm. I know that the deck is a little cmc heavy, but I've had games where I couldn't play something until like turn 6. However, with so much mana open people weren't really attacking me for fear of removal.
As for your suggestions those cards have been working for me fine. For example: Revenant Patriarch did awesome against an Aurelia voltron deck, and Sin Collector and Vizkopa Confessor can be really detrimental to a control player (or anyone who I feel is getting too powerful).

Since the Act of gaining Life is more important than how much life you gain and since most of your creatures are very small with almost no recursion, and your commander is targeted removal on a stick, I would take out some of the field wipes, removal, and mana rocks.
