Hey, what i like most about your deck is, that it's (obviously) really budget. I especially like your idea of keeping your mana costs as low as possible to "spam" your burn spells at the enemy, while youre drawing enough cards through Divination or scry (Omenspeaker). Have you ever thought about Thermo-Alchemist ? He's budget as well and one of my favourite cards in burn decks. (Im a proud controldeck player as well) He gives you the chance, since you already got those low mana costs, to burn the enemy down within less turns. Including Thermo-Alchemist instead of your Sigiled Starfish and Vaporkin. Useful would be to have some more carddraw artifacts. Best of luck with your deck :)

Oh crap. I forgot about the whole MUST be colorless thing. The ability isn't really that useful anyway. I jammed it in there over Vaporkin. Thanks again!

I built a really budget mono flier deck in standard way back. It was really straight forward and put out a lot of pressure. It used mostly one and two costed creatures like Cloudfin Raptor, and Vaporkin to spew out a bunch of fliers, with the goal being that they at least needed to have power equal to the cost paid. I don't have it listed up here, but you could totally do something like that. If you went that route one card I would suggest especially is Pride of the Clouds (unfortunately I did not have access to this beast in standard). Good luck on finding something you love.

I think you could do better than the current mana ramp theme you have. I mean Leigh in tapping dudes is ok but most of you have a lot of mana dorks and only 11 instants. So that doesn't drop much for you. And since most of your creatures are single colored he only gives them +1/+1. Also I don't think you should even bother dreaming about playing world spine worm. Slagwurm is a bit hard at 7 let alone 11.

I'd suggest going with a more tempo oriented build.

T1 is Birds of Paradise or maybe a few other mana dorks. T2 You play with soft counters in blue like Remand and Mana Leak to stop posing T2 threats like goyf and such.

T3 you drop serious threats or you play minor ones with counter spell backup. Goyf is great but pricy. Cards like Kalonian Tusker or Avatar of the Resolute work as great efficient beaters. You could also go with Icefeather Aven to come in with evasion.

Cards like Simic Charm provide you with lots of versatility.

Since you are a bit slower and probably will have a few mana ramp cards. Things like Sturdy Hatchling are easily protectable beaters.

There are more controlling options like Mystic Snake and Venser, Shaper Savant

Or more aggressive cards like Vaporkin variants backed up with versitile pumps like Vines of Vastwood and the aforementioned charm.

Sagu Mauler can be a strong resilient late game card but there are probably better options.

The exact cards I mention are mostly rough suggestions. I didn't have time to look up the best cards for every scenario I listed but I think you get the point.

He ran ok for me as just after he was printed, I was still playing good ol' Master of Waves. I threw 2 copies of him into the deck and the +1 was really good for me. Mainly because what the deck mostly did was Scry all the time using Thassa, God of the Sea, Omenspeaker and Sigiled Starfish and draw cards using Bident of Thassa and creatures like Vaporkin and Triton Shorestalker. So in that deck, he wasn't too bad; but I can easily say he's probably one of, if not the worst Jace we've ever seen (Jace Beleren I don't like much either, but in EDH he sees a lot of play).
