I agree with most of these inclusions except Tidal Flats. It's one of those weird rare blue pillow-fort cards; the small tax is annoying as hell and repeatable first strike in blue is just bizarre. Certainly has its uses unlike most of the other listed cards here, haha. Well, maybe Obelisk of Undoing. Colorless bounce for any type of permanent isn't very common, not to mention it's repeatable... I think it's bad but not the worst.

Merfolk is always a potent tribe, but I do see some incongruous elements that ought to be obviated.

For the basics of a deck, I have some recommendations as for what may be excluded.

Storm the Citadel is a fine card, but it's restrictive and must be done on your turn, with a board state. Removal is best when it can be used both if you're ahead or behind in the game.

Transguild Promenade and Gateway Plaza is a land with a casting cost. I'd recommend some basics in their place.

Kiora, Behemoth Beckoner only draws cards off of six creatures in the deck, and thence doesn't bolster much. Lords help, but card draw is more applicable when it's not dependent on your board-state. Curious Obsession falls unto the same category.

Spark Double is quite restrictive that doesn't do much on its own. Cloning the commander doesn't do much, either, so a worthy target isn't always available.

I'm not quite sure why Clear the Mind is in here.

Geode Golem doesn't actually cheat the cost of the commander by too much, so perhaps it doesn't merit inclusion.

Tidal Flats is a card selcouth to me, and I don't quite understand its purpose. It can mess up blockers, sometimes. The opponent needs to have no open mana, otherwise, it's useless. That's very easy to play around and I'd prefer just a kill spell.

Heraldic Banner , Simic Locket , and other three mana ramp options are a bit slow to really provide ramp. Talisman of Curiosity , Mind Stone , and Rampant Growth do the same for less.

You have an awful lot of lands in here. A deck-building strategy I adhere to is fewer lands in place of draw spells. They have more utility late-game and can still find lands if need-be.

As for the theme of the deck, I have some potential implementations.

Kiora's Follower is an on-tribe creature that synergizes with the strategy, and ramps. Only great. :)

Stonybrook Banneret spells itself out.

Thada Adel, Acquisitor is a fun card that people will always murder on the spot. Though, stealing a player's Sol Ring feels great.

Coastal Piracy and Bident of Thassa are similar to Seafloor Oracle , and more effects like that are always nice. Kindred Discovery is an enhanced version, too.

Animation Module is a fun option that could supply some benefit at a cheap cost, and Hardened Scales does the same thing.

Cytoplast Manipulator is a splendid option for your counters theme.

As for removal, Reality Shift , Krosan Grip , Pongify , Beast Within , Rapid Hybridization , Kenrith's Transformation , Incubation / Incongruity , and Imprisoned in the Moon . Kill spells that strand a commander on the battlefield are always annoying to deal with.

Cantrips! Impulse and Supreme Will fill the role rather well.

Seahunter , Forerunner of the Heralds , and Merrow Harbinger work wonderfully as tutors.

At last, Vigean Graftmage seems perfect.

if the thing you want is to have a deck focused on flying creatures or spells without good or bad additions, why not make a commander deck? if you already got the colors figured out you could use Raff Capashen, Ship's Mage, Azor, the Lawbringer or even Medomai the Ageless. with that combination you got a lot of ways to control the board and protection for your creatures, and add 40 more cards to the deck. Aboshan's Desire, Flood, Tidal Flats, Spirit Bonds, Invocation of Saint Traft, Angelic Favor, Entreat the Angels, Tidal Surge, Decree of Justice, Battle Screech, March of Souls, Descend upon the Sinful, Storm Herd are cards that you could use in commander but not in this deck... if you want to have a reliable way to trigger Sigil of the Empty Throne you can use Flickering Ward, Shimmering Wings, Conviction, Brilliant Halo, Gossamer Chains, Viscerid Armor, Ephara's Enlightenment and others. Aven Mindcensor, Mana Short, Boomerang, Standstill, Magus of the Moat, Bident of Thassa, Sigil of the New Dawn, Hindering Light, Supreme Verdict.

Thanks for the suggestions.

Theme is pretty important, budget is low, I wouldn't want to spend more than a couple dollars on a single card. Combos are good, just not competitive "win before T5 w/ 2 cards" combos. Weak but clever or flavorful combos are fine.

Tidal Flats looks GREAT. Keeps other players off my back, totally fits the theme, this is definitely going in. Sorta like a cheaper themier shittier Conspiracy. Exactly the kind of card I'm looking for.

I also fancy Gorgon Flail. I've already got Pemmin's Aura and Freed from the Real. I've also got a Pirate Ship I could include for a poor mans Horseshoe Crab combo.

Thing from the Deep and Sunken City are definitely getting the boot. I was thinking Sunken City might be a good way to give my camarid/kelp/starfish tokens some bite, but something like Polymorphous Rush would be a lot more fun...

I figure I could at least sac Polar Kraken and Leviathan to Homarid Spawning Bed when the upkeep becomes too much, but some of these fatties are basically just in there for flavor/because I like them, their inclusion is hard to defend on merit. Plus, it's always extra satisfying when you win with some really horrible creature.

The combo w/ Tolarian Serpent is also pretty gimmicky, not sure if there's a any mono blue graveyard play that would make it worth it. I've got a Reminisce, from Onslaught, with water in the art :) Would this still be useful if I pulled the self-mill stuff, though?

Homarid Shaman is there 100% for the satisfaction of hosing beefy mono green decks with a lobster holding a magic wand. BLEATS OF DESPAIR!

I haven't gotten much mileage out of High Tide, I just added Great Whale which might help, but I expect you're right and this should be cut. Could repeat it w/ an Isochron Scepter but there's so few instants and sorceries it would be a dead card most of the time. Not much good ramp in blue for my fatties :(

Ring of Evos Isle seems like a better way to protect my creatures than Vanishing (and arguably more theme friendly), as fun as phasing is. I'll have to grab a one.

I suppose it would really depend on where you want to take the deck. Are you looking for a more combo oriented deck? More aggro? Something in between? How important is the theme? What kind of budget are you looking at to expand the deck? I'm goiung to assume that you really want to keep the budget low so I'm going to keep my recommendations cheap. I will mention a few cards that cost a bit more, but I'll point those out.

Here are some ideas to consider. The following cards are kinda weak or disrupt your own game plan. You should consider swapping them out.
Deep Spawn and Tolarian Serpent would be good cards for running in a deck where you are self milling in order to fill the graveyard for reanimation effects or a Laboratory Maniac. But I don't think that is the strategy that you are going for. I do see the interactions with Back from the Brink but it seems pretty weak to me.
Denizen of the Deep is a good fattie. But it wipes your board and leaves your opponents with all of their threats. If you are using it to reset ETB triggers, there are better ways.
Homarid Shaman only targets green creatures. This could be a meta choice, but there are so many better things to run.
Island Fish Jasconius is another decent fattie, but the investment of three mana each turn becomes a problem when you need that mana for other spells.
Leviathan would work for me if it did NOT have the requirment of sacrificing two lands for each attack. Without the ability to return Islands form the graveyard to the battlefield, this just eats your mana base.
Marjhan can eat a creature 'borrowed' with Seasinger's ability. Without the Seasinger then you have to use the Crab Umbra to untap it. I do like the shoot attacking creature ability. Adding deathtouch via Gorgon Flail could kill several attackers each turn.
Polar Kraken really needs to go. That cumulative upkeep is just TOO much.
Thing from the Deep is another creature that just eats your mana base and doesn't provide enough benefit for the self induced land destruction.
Sunken City is a great card as long as nobody else is playing blue. The card does not say "you control" so it helps your opponents creatures too.
Vanishing is kinda cute. But keep in mind that phasing does NOT trigger enter the battlefield abilities. There are better choices.
High Tide is a great card in competitive Legacy decks where you combo off and kill in a single turn. As a one-shot effect, not very good for commander games.

Scent of Brine requires you to show everyone what cards you have. I think a simple Cancel would be better.

If you have the budget for it consider the following cards:
Freed from the Real and Pemmin's Aura would act as additional copies of Crab Umbra.
Phyrexian Vault would work well with the Seasinger to eat other peoples creatures and give you some card draw. There are other artifacts, enchantments, and some lands that can sacrifice creatures. Altar of Dementia is a great sacrifice outlet but it is $2-$3.
Tidal Flats would give your attackers first strike unless your opponents tap mana for each attacker.
Minion Reflector could be a lot of fun.
Tromokratis, Shrouded Serpent, Lorthos, the Tidemaker, and Ring of Evos Isle are cards I use in my deck that work fairly well.
Consider adding a Learn from the Past, Psychic Spiral, or Reminisce into you deck to get cards back and add some resilency.

Not sure I understand this and the Oracle text isn't helping much. Is this how it works?

So when the opponent attacks and I activate Tidal Flats do they have to pay (1) for every attacking creature?

If so how does it resolve? It they pay partially do SOME of my blockers receive first strike? With multiple blockers blocking one attacker they can pay (1) to prevent all assigned blockers from having first strike?
