Profet93 awesome thanks, Divining Top is essential for a variety of reasons
"Second Chance" cards (Stunning Reversal, The Golden Throne, Pact Weapon, Platinum Angel) are more strategic than incidental and they almost all have a card advantage / ramp component, but most importantly you want to have them so you can abuse life sinks (Ad Nauseam, Bolas's Citadel, Vilis, Broker of Blood)

Yes, once you activate the ability it gets put on the stack(602.2a), after a few things that are irrelevant in this situation(601.2b-f), you have the chance to activate mana abilities(601.2g) like The Golden Throne, since Asmodeus the Archfiends ability is already on the stack it doesn't matter what zone the card itself is in, finally you pay the cost(601.2h) and the ability is officially activated(601.2i).

Asmodeus the Archfiend has and activated ability "{B}{B}{B}: Draw seven cards."
The Golden Throne has a mana ability of "{T}, Sacrifice a creature: Add three mana of any combination of colors".
Can I activate Asmodeus' ability to draw seven cards by sacrificing himself to The Golden Throne?

Under "normal" circumstances there's no interaction here because Thassa's Oracle makes its controller win, not another player lose, so there's no "you lose the game" event for The Golden Throne's replacement effect to replace.
However, if you're playing a multiplayer game with the limited range of influence option, a "you win" effect for a player is turned into a "you lose" effect for the opponents within that player's range of influence. If A and C in your example are in B's range of influence when this happens then A will exile the Throne, go to 1 and stay in the game, B will stay in the game and C will lose.
See section 104 of the Comprehensive Rules for more details: 104. Ending the Game

Say Player A controls The Golden Throne. Player B resolves Thassa's Oracle's trigger with no cards in library. B would win the game, which would cause A to be a loser.
But would Golden Throne kick in, and save A? Would it save a theoretical Player C?

So in my last commander game using my Bane, Lord of Darkness suicide deck, I came across a situation where I had The Golden Throne, Wall of Blood, and Soul Conduit all on the battlefield. The objective is to reduce my life total to zero, allow the trigger for the golden throne to go on the stack, then respond by switching life totals with an opponent before The Golden Throne trigger resolves, killing them. We had some lengthy discussion about how it works and came to the conclusion that The Golden Throne's trigger is a state-based effect and cannot be responded to. since it will continuously see that I am losing the game and I cannot take more actions until the trigger resolves. I looked everywhere for a ruling on this and could find none. I think we made the right call, but I'm not sure if it was for the right reasons and I am dying to know a judge's answer. Let me know what you guys think.

Thank you SufferFromEDHD, I appreciate the comment. I have enjoyed piloting the deck and feel like it is really close to where I want it. The addition of Hall of the Bandit Lord would be great.
Greed is a little slow, but I have enjoyed using it in games and will happily pay a black mana and two life for cards until I die.
I have not used Street Wraith in a game, though I hope to see it will play well as a swampwalking body or one less card in the deck. To be determined if it will stay.
Crucible of Worlds has not found a place in the deck without any other land-graveyard synergies. I would consider it if I ran Rain of Filth or the fetches.
I have wondered about more effects like The Golden Throne or Lich's Mirror. One of which is slightly less detrimental....
