When you roll the dice and it comes up Chaos, both abilities will trigger simultaneously. You control both triggers and can put them on the stack in whichever order you want, and thus control which order they resolve in.

As an aside, this site does a bad job linking Planechase cards, so it's usually a good idea to reproduce the text of the card. Just in case there are any future users looking at this, here is the rules text for Stairs to Infinity

Players have no maximum hand size.

Whenever you roll the planar die, draw a card.

Whenever you roll [Chaos], reveal the top card of your planar deck. You may put it on the bottom of your planar deck.

Stairs to Infinity is the current plane. You roll the planar die, and the result is [chaos].

Does the plane's innate triggered ability go on the stack, then the chaos ability is added to the stack above it before resolving?

Or does the triggered ability go on the stack and resolve before the roll's result occurs?

I guess I could probably leave this this way now; my job for this is pretty much all done.

Apologies to you guys. If I had an excuse, it's that my next deck after this runs Palladia-Mors, the Ruiner (All because she's the weakest of the Elder Dragons; Contrary to her Errata. XP)
