Very nice budget deck!

Cards that add Counters: 19. Cards that offer Enchants: 15. Cards that offer equip: 16.

It looks like you have many ways to augment your commander as needed. The lowest one is enchantments, but 15% chance still looks pretty good. Do you have any Enchantment tutors or artifact tutors you could add?

You've got lots of hexproof which is excellent protection. I'm not seeing any boardwipe protection however. What about Regenerate to stay out, while keeping counters/enchantments/equipment attached? There's Heal the Scars, Mending Touch, and Regenerate. Fortitude, Molting Skin, Savage Silhouette, Serpent Skin, and Trollhide are enchantments, too.

Lastly I see lots of card draw, which is great. Lots of land drops look good on paper, but I am not experienced with how many is too many. Do you have other cards beyond Silkguard and Exponential Growth that gain value from increasingly large mana pools? Obviously if you have the mana and you have the cards, it is great to keep casting. How much do you foresee needing to tap in one turn?

I would try and find more ways to protect Grolnok besides Swiftfoot Boots if you can. The dude's too important for your strategy, amd if he gets blown up, you're set back by quite a lot.

Starlit Mantle and Cradle of Safety are good instant speed hexproof granters.

Vodalian Illusionist and Vanishing are pretty neat for phasing Grolnok out against a board wipe.

Serpent Skin and Jolrael's Favor are good regenerators.

Tuvasa is an intriguing general, particularly with enchantments that have flash or built-in recursion. These might interest you: Hanna, Ship's Navigator , Lunar Force , Vanishing (protects your general from everything without removing her auras), Flickerform , Wilderness Reclamation , Vernal Equinox , Jolrael's Favor , Serpent Skin , Mystic Veil , Mark of Eviction , Seal Away , Flickering Ward , Broken Fall , Molting Skin , Seal of Cleansing

I would personally look into changelings, which are all creature types at the same time, so they count as bears. Universal Automaton is a good cheap one, alongside Game-Trail Changeling , which can be good lategame due to trample, Webweaver Changeling can block fliers, Changeling champion is quite large for its cost, and Chameleon Colossus can get big fast. The latter two are a bit pricey, but they work. Biogenic Upgrade is also nice for the lategame to make certain bears absolutely ridiculous. If you want to keep a bear alive, like your commander, I'd suggest cards like Regeneration , Carapace , Gaea's Embrace , Refresh , Serpent Skin , and Seedling Charm . Looks like a neat deck overall.

Finest Hour is probably better than Brave the Sands, so if we're trying to fit in Leyline of Anticipation and Privileged Position , it would be better to cut that instead. And it would probably be correct to cut New Horizons instead of Weirding Wood. A card is better than a +1/+1 counter.

You're going to want to add Alchemist's Refuge to the manabase to help you cast enchantments on your opponent's turns when you don't have Leyline of Anticipation. It might even be worth trying to play Vedalken Orrery to get these effects more often. There are a few flash enchantments you can play as well: Seal Away , Temporal Isolation , Slow Motion , Lawmage's Binding , Cast Out , Alexi's Cloak , Cho-Manno's Blessing , Eel Umbra , Jolrael's Favor , and Serpent Skin seem playable.

Another thing you might consider are replayable enchantments. The few I'm thinking of are Mana Bloom , Gossamer Chains , Flickering Ward , Broken Fall and Molting Skin . The latter three will also help you keep Tuvasa alive!

Speaking of keeping your commander alive, you might find it difficult with only Shield of the Oversoul, Swiftfoot Boots, Lightning Greaves, and Greater Auramancy. Furthermore, the latter two give shroud, which will make it hard to enchant Tuvasa afterwards! I'd consider trying to find more hexproof and indestructible effects even if they come from non-enchantment sources, such as Darksteel Plate . As for auras, there's Alpha Authority and Canopy Cover .

Finally, as just a neat card, you might consider playing Cloud Cover .

As for things to take out, the first thing I would do is take out Luminarch Ascension. The card is so powerful that people will just kill it or, more likely, YOU. It's a political disaster. I'd pull Abundant Growth because it's just not a very high-yield card. If you're looking for ramp and color-fixing, Carpet of Flowers is better because of how common blue is in Commander. Authority of the Consuls is probably not going to be very useful unless you know opponents are going to making large numbers of 1/1s for a combo. Finally, as much as I like it as a card, On Serra's Wings is not particularly excellent here. Unfortunately, that's just four cuts, and I gave a lot more suggestions. You'll just have to consider what effects you might want enough to include.

Also: maybe drop a bit of the removal for some digging? With constant Immerwolf access, the werewolf cards actually get real good, but there aren't a lot and you gotta draw them. Stuff like Gift of the Gargantuan and Commune with Nature can be a big help in these situations. I especially like Gift of the Gargantuan 'cause it can put two cards in your hand, Seek the Wilds 'cause it's real hard to whiff, and Vessel of Nascency 'cause you can use it without contributing to the two-spells-a-turn-makes-your-creatures-suck issue.

Savage Silhouette , Withstand Death , Sheltering Word , and Serpent Skin can help keep the Immerwolf around as well, which seems important.
