Unless you're playing with some funky homebrew rules, your commander does have to be a legendary creature. For bird tribal, Kangee, Aerie Keeper or Kangee, Sky Warden would be the most obvious choices. Also, Screaming Seahawk does not get around the singleton restriction in the same way something like Relentless Rats does. Even if it did, I still don't think it would be worth running over the much faster Squadron Hawk . More relevant inclusions might be Watcher of the Spheres , Warden of Evos Isle , Soulcatchers' Aerie , Migratory Route , Wingmate Roc , Aven Mimeomancer , Emeria Angel , Favorable Winds , Kangee's Lieutenant , Judge's Familiar , Steel-Plume Marshal , Battle Screech , Skycat Sovereign , Pride of the Clouds , Sephara, Sky's Blade , Jotun Owl Keeper , Windreader Sphinx , Aven Gagglemaster , Thunderclap Wyvern , Jubilant Skybonder , Rally of Wings , Eyes in the Skies , Alrund's Epiphany , Aerial Assault , Rise of Eagles , Door of Destinies , Herald's Horn , Dovescape , Gravitational Shift , Kindred Discovery , Call to the Kindred , Serra the Benevolent , or Seaside Haven .

Okay, so first things first you should look to focus the deck more, having a ton of one-of creatures makes the deck inconsistent. Rise of Eagles and Triplicate Spirits are just too expensive to be good, Spectral Procession, or if you splash black which works better with tokens anyway Lingering Souls, do the same thing for cheaper. With blue however Temmet, Vizier of Naktamun and Aven Wind Guide are two cards from Amonkhet that are worth a look.

Hanweir Militia Captain  Flip and Crusader of Odric are cheaper Seraphs that come down quickly. Drop the enchantments and focus on team boosting with stuff like Honor of the Pure. The green in this deck can come out completely it isn't necessary.

Your buff cards like Mortal's Ardor take up spots that can be devoted to removal such as Cast Out, ideally you want Path to Exile but Cast Out is more budget friendly. Also Traveler's Amulet is pretty useless here as in tokens you ideally are not playing any expensive creatures.

Squadron Hawk is another card that could be interesting in your deck.

Have you considered using Rise of Eagles as blockers? Looks like it would synergize nicely with this deck.

I like this commander a lot. I'm going to suggest Skyblinder Staff to make your birds practically unblockable (only blocked by creatures w/reach). Awesome with Thrummingbird, with all those feather counters hanging around. You probably need some more protection or recursion. If you're going for a weenies strategy, you might want to drop your curve for your creatures and use Return to the Ranks to recur a lot of your graveyard. You might also want to add some extra card draw, for example with Dictate of Kruphix or Rhystic Study.

Optional adds: Coast Watcher, Cloudfin Raptor, Duskrider Falcon, Freewind Falcon, Mindshrieker, Palace Familiar, Stormscape Familiar

Cards you may want to replace: Rise of Eagles, Sage Aven, Aven Fateshaper, Aven Surveyor, Mist Raven, Murder of Crows, Raven Familiar, Fact or Fiction, Impaler Shrike

I love me a good tribal deck, and this one looks super fun. I always recommend Command Tower to any multicolored EDH deck I see, since it has pretty much no downsides. Other than that, you also might want to consider Rise of Eagles or Stoneforge Masterwork.

I'm working on a deck of my own, so I've been taking inventory of relevant lands - if you keep finding yourself mana-screwed and are looking to be able to generate both colors, lands that might be worth considering are Port Town, Skycloud Expanse, Seachrome Coast, Prairie Stream, Nimbus Maze, Hallowed Fountain, Coastal Tower, Boreal Shelf, Temple of Enlightenment, and Azorius Guildgate (natch). Some of those are on the more expensive side, though, if you're looking to stick to a budget.

You may also want to take out a handful of basic lands to put in some fetches so you can thin your deck - Terminal Moraine, Warped Landscape, Bant Panorama, & Esper Panorama are all inexpensive, generate , and enter untapped, and there's also Myriad Landscape if you don't mind waiting a turn to fetch or generate.

As for fetches that don't generate mana, you have the always lovely Evolving Wilds and Terramorphic Expanse. Flood Plain is also a budget option for your deck colors.
