Hey, you're welcome.

To start, cards to consider cutting are lands since you don't need 41 lands in an Orzhov Commander deck especially since there's so many basic lands. Consider 36 lands? Next are creatures who don't have flying or other evasion.

You want to make some choices of the kind of creatures/theme you want to play. There's a small Vampire theme here with Captivating Vampire, Malakir Bloodwitch, etc. For these Vamps to be worth playing you need a lot more Vampires because without Vamps they don't really do much. There's many Vampires who have evasion therefore if you choose you could increase the Vamps a lot and make your deck more Vampire tribal then anything else.

A reason to cut the Vamps is there's many more nonVamp creatures that are better. Neither Tymna or Ravos are Vamps which makes the tribe overall less good, no tribal synergy with your Generals. If you choose to keep the Vamps then include a lot more of them or if not then cut them.

Cards to consider cutting:

I would cut all these cards, doesn't matter what direction for your deck you choose to go. There's better budget options for each one of these cards. Some cards such as Corpse Knight are good, but it doesn't go with the current strategy therefore I would cut it.

I don't recommend the Vampire direction, but if you want to play Vamps then I do offer advice for that direction.

Relief Captain

The support ability only triggers when the one it is printed on enters. If it cared about all cards with the name it would say "cards named..." like Powerstone Shard and Accumulated Knowledge do.

201.4. Text that refers to the object it’s on by name means just that particular object and not any other objects with that name, regardless of any name changes caused by game effects.

Cats > Knights in terms of voltron tribes. Nazahn, Revered Bladesmith > the Bright Twins in terms of voltron commanders. But still, I can suggest.

Jor Kadeen, the Prevailer is pretty nice, though not on-tribe.

Adriana, Captain of the Guard is pretty sweet.

Bloodsworn Steward is also that, and along the same vein is Crimson Honor Guard .

Hero of Bladehold is a sweet token generator, and battle cry is relevant.

Relief Captain is a highly underrated card imo. 6 power for four mana, across four bodies? Yes please.

Silverblade Paladin is a lot of value.

Skyhunter Skirmisher and Skyknight Legionnaire are some spicy air bodies.

Varchild, Betrayer of Kjeldor is among my favorite cards.

Oblivion Ring, Relief Captain and Llanowar Elves are close to dabs i don't know how far you want to stretch this

In my opinion, you got to much going on here and not enough "straight-lined" synergy. Do away with Halimar Tidecaller and anything with "awaken". Do away with Auriok Windwalker, Stoneforge Acolyte, Steelshaper's Gift, Stonehewer Giant and all the artifacts. Noyan Dar, Roil Shaper seems like a loner in this deck, ditch him.

Where the allies really shine is in their enter the battlefield abilities like rally. Consider putting in Munda, Ambush Leader, Kazuul Warlord, Hada Freeblade, Firemantle Mage, Highland Berserker, Munda's Vanguard, Relief Captain, Kazandu Blademaster, Talus Paladin...etc. I run a boros ally deck hence the colors of the cards mentioned above but there are literally dozens of ally creatures with the rally ability.

I should mention Cathars' Crusade, Coat of Arms and Door of Destinies as well. And Ally Encampment would really help out too.

Personally i think the support mechanic from oath of the gate watch would fit perfectly for instance Relief Captain, Gladehart Cavalry,Shoulder to Shoulder, and Nissa's Judgment, there are more but just to start. also Rishkar, Peema Renegade, by using them together all your creatures now become mana rocks. Another great draw would be Armorcraft JudgeIf you choose to use this mechanic with lots of triggered abilities to use I'd say Panharmonicon and Strionic Resonator For cuts I'd say Prime Speaker Zegana, Ichor Rats, Elite Scaleguard,and Elesh Norn, Grand Cenobite.

Yes - Relief Captain and Clutch of Currents are spots that I still need to sort out. I started with Cloudblazer and Immolating Glare, but found that I wanted to reduce the mana curve. Against a hate deck, I would want to swap out for Ninth Bridge Patrol and Perpetual Timepiece to recycle my graveyard. I also considered 4 Fogwalker or Topplegeist and an extra Turn Aside, dropping Relief Captain and Clutch of Currents, but will most likely end up with some combination of Fogwalker and Essence Flux.

The key is Panharmonicon. Multiple blinks of Reflector Mage with a few Panharmonicon on the field effectively prevents my opponent using creatures. Multiple blinks of Manic Scribe with a few Panharmonicon on the field is very effecting mill. In the late game, blinking Relief Captain a few times will build other creatures into something to attack with.
