You need a lot more cards that trigger Omnath, ideally you want to be hitting it every single turn but with lands that's already not going to happen. You barely have 6 cards in the deck that he'll trigger on, and while he will still draw you a card each turn you want to be adding that free mana. If you want a more goodstuff commander I'd recommend switching to Kenrith, the Returned King as a card that has more general value.

You seem to have a lot of just bad cards in here, giving the impression that you built this out of the cards you have lying around. Everyone has to start there, I did the same when I was starting out, but a lot of these go straight to the cutting floor. Aegis Turtle, Campus Guide, Sanguine Syphoner, Gutless Plunderer, Scytheclaw Raptor, Stromkirk Bloodthief, Hoverstone Pilgrim, Misleading Motes, Pilfer, Navigation Orb, Prophetic Prism, Tithing Blade  Flip, and Clawing Torment are all on this list.

You also seem to have a weird sacrifice subtheme with Ravenous Amulet, Vampire Gourmand, Dreg Recycler, Ayara, First of Locthwain, Vein Ripper, and Liliana, Dreadhorde General. The problem with this is that you just don't have good token generators or sacrifice fodder to support this outside of Liliana, not to mention its complete disconnect from the Omnath theme. I'd cut them all except for Liliana and Vein ripper since those are just good cards by themselves.

For other miscellaneous cuts: Rest in Peace is probably unnecessary for the power level you're looking to play at, most of the time it's going to sit dead in your hand. You don't really have enough enter the battlefield effects for Blur to pull its weight. And you don't really seem to be putting out creature numbers necessary for Campaign of Vengeance to be worth the 5 mana. Invasion of Ravnica  Flip is a decent card but the flip cares about 2 color pairs which seems out of place in this deck.

And are you sure you want to keep the infinite combo? Your deck is very low power, while that wincon is something more akin to something higher up. People are going to see you pull off the infinite out of nowhere and then have the perception of your deck based off of that when it'll probably only do it once every dozen or so games. I heavily suggest cutting Marauding Blight-Priest to avoid this.

For what you should add:

Pick and choose from the and cycles, those are pretty consistent 3 color spells that trigger Omnath.

Other suggestions: Villainous Wealth lets you turn all that mana into free spells of your opponents deck. A wincon in of itself.

Rienne, Angel of Rebirth if you put in more multicolored legends then this is a godsend, letting you play them over and over.

Maelstrom Nexus triggers Omnath and is just a really good card for casting big things like you want to.

Kodama's Reach is a second cultivate, which you definitely want.

Mirror Room / Fractured Realm copies a creature or doubles the triggers of all your stuff, including your commander.

Conflux tutors you three cards which is just great and with all the mana you should have you can have a nasty turn with this.

Annie Joins Up is removal and doubles your commander trigger. Also triggers Omnath's draw.

Wargate lets you tutor out whatever Permanent you need directly onto the battlefield, and is a good X spell for all your mana. Also see Chord of Calling or Rocco, Cabaretti Caterer for creatures specifically.

Yurlok of Scorch Thrash is great for adding a ton of mana over several turns. Also triggers Omnath

Sphinx's Revelation to turn that mana into a ton of lifegain and card draw.

Victory Chimes nets you 4 mana a turn with Omnath.

Koma, World-Eater is just a big guy that creates a bunch of tokens and is hard to get rid of. Also triggers Omnath.

Faeburrow Elder is another bloom tender that's also a 5/5 for 3 if you have a decent board.

Aragorn, the Uniter loves you casting multicolored spells because he'll trigger multiple times for each.

Zacama, Primal Calamity can be devastating with the amount of mana you can store. You can cripple your opponents with a string of her abilities.

Muldrotha, the Gravetide is great for recursion to spend all that mana. You'll basically never run out of things to play.

From your Maybeboard: Kroxa and Kunoros should be fun, and Polukranos Reborn  Flip is just a decent creature that also triggers Omnath. Rebuild the City is decent mega ramp that also creates bodies. If you add enough 3 color stuff Meeting of the Five would be great for a massive turn (I would also suggest Threefold Signal if you hit that level). Everything else I don't think is worth adding, you seem to have ambitions for Battle synergy but most of those don't trigger Omnath, I think that would be better saved for another deck.

Tl;Dr: Add more stuff that triggers Omnath and cut out the bulk. Add more ramp and think long and hard about if you do really want that infinite in a deck that cannot match it's power level and the hate it will bring on you.

I've had an almost identical deck for more than 5 years, and it has beaten most of my friend's modern decks.

What pushes it over the top is a set of Collected Companyfoil. It has gotten me double Groundbreaker out of thin air to hit for 12 trample damage on a turn.

The main differences with your deck are that I run 4 Noble Hierarch for a T2 exalted Groundbreaker and to ramp faster to CoCo or generate mana to lvl up hexdrinker; a couple of Old-Growth Troll instead of Steel-leaf champions for more resilience against removal and incidental ramp; 1 Polukranos Reborn  Flip instead of Rhonas (which I used to play but most of the time it wasn't a creature due to removal of other creatures) which threatens a wincon if not removed before you transform it; 2 Beast Within instead of the dismembers to deal with any permanent; 2 Boggart Ram-Gangfoil for more hasty damage and devotion; 1 Treetop Village; and 4 CoCos instead of the Rancors. The rest is the same.

I can attest that hexdrinkers are also all-stars in the deck.

Destroy each creature with power less than their owners devotion to the colours that that creature is.

This was stupid hard to word. Basically, if you’ve got a Colossal Dreadmaw and a Polukranos Reborn  Flip, then your devotion to green would be 5, so your pulokranos is dead but the dread maw is fine. Also, Yargle and Multani is, once again, basically immune. Anyways, challenge is a devotion card again, bonus points if it makes yargle and multani even stronger, super ultra bonus points if it involves crabs, and absolutely the actual greatest points possible if you can do all that and make it help polukranos reborn. If you do you will be possibly the best card creator here, because let’s make a checklist:

  • 100 points: devotion-centric card

  • 250 points: yargle and multani good

  • 1000 points: crab synergy

  • 100000000 points: polukranos reborn synergy

For my breakdown here, I'm focusing on characters who are villains in their story arc and characters who don't have much specific backstory. Pretty much any legendary creature can be flavored as a villain in front of the right deck. I'm also not focusing on the Forgotten Realms sets, I'm broadening the net.

What's available:

: Eldrazi or artifacts. Most of the artifacts are either hero-aligned or not an independent threat, like Graaz, Unstoppable Juggernaut. If you want a challenge, Omarthis, Ghostfire Initiate, but I wouldn't, just for lack of depth.

: Villains are oddly centered on Old Kamigawa. Konda, Lord of Eiganjo is a near-immortal emperor and master duelist. Hokori, Dust Drinker is destroying resources and the land. And, of course, there's the apocalyptic, unrelenting evil that is Hazduhr the Abbot.

: Heidar, Rimewind Master is an elementalist fanatic. The manipulations of Orvar, the All-Form or Kami of the Crescent Moon could cause problems, as could a big sea creature like Tromokratis or Charix, the Raging Isle.

: Pretty much everyone. It's easier to count the people who aren't outright villains.

: Relatively few actual villains, but a bunch of manipulators, dragons, and angry people that could fill the role.

: A bunch of wild animals and nature types. No scheming villains, but a good selection of rampaging monsters. Meng Huo, Barbarian King would be a unique choice (if you're willing to.proxy or drop $150+).

: Polukranos Reborn  Flip is the most (only?) villainous character in these colors.

: Lots of options, from the behind-the-scenes manipulation of Lazav, Dimir Mastermind to the illithid Captain N'ghathrod, Gisa and Geralf's necromancer army, whatever Umbris, Fear Manifest is, and a lot more.

: A few options, but lots of depth in them. Insane biologist Momir Vig, Simic Visionary and his magnum opus Experiment Kraj, nature's avenger Uro, Titan of Nature's Wrath, or maybe Aesi, Tyrant of Gyre Strait is flooding the area.

: A very deep and wide pool for villains. Vampires, demons, dragons, demon dragons, warlords, torturers...

: Grakmaw, Skyclave Ravager joins the ranks of the big scary monsters. A more calculating BBEG would probably be one of the death lords like Jarad, Golgari Lich Lord. Vhati il-Dal or Old Rutstein or probably more storyline villains than BBEG material.

: A very shallow pool. Storvald, Frost Giant Jarl, Rubinia Soulsinger, and maybe Falco Spara, Pactweaver or Katilda and Lier (mostly because of Lier) are the best options for an Archenemy villain. I'd throw Kros, Defense Contractor in, but goading is kind of limited when you're the Archenemy.

: This color set will probably be either a cold, distant, merciless villain or a manipulative puppet master. Raffine, Scheming Seer and Oloro, Ageless Ascetic fall into the first category, and Sen Triplets and The Ever-Changing 'Dane in the second. Varina, Lich Queen is another option for a zombie army.

: Big, angry, and violent, with some good dragons. Xira, the Golden Sting and Vazi, Keen Negotiator break out of this mold, but they strike me as more lieutenant-types, not arc villains by themselves.

: Not much; these tend to be either heroic or big smashy monsters. Uril, the Miststalker could work.

: Queen Marchesa is a classic, as you mentioned, and Edgar Markov is right there, too. Actually, this color set has some good depth and variety for an Archenemy. Some are more overtly villainous, and some are just very martial. My top picks would be Edgar, Licia, Sanguine Tribune, or Tariel, Reckoner of Souls.

: Mostly either weird esotericism or "nature's avenger" types. I don't think any of these are outright villainous in-story, but most of them have loose or vague stories. With the right deck, this could be a unique and interesting villain. Riku of Two Reflections is my top pick.

Four-color sets in general: Any of them would work, except for a couple of the .

: Use this color set if you want a truly apocalyptic feel. saluma mentioned Tiamat, which is a very good choice, and finding a way to get through Progenitus or O-Kagachi, Vengeful Kami is a story of epic scale.

Sorry to burst your bubble, but Polukranos Reborn  Flip isn't legal for this deck, since its activated cost uses White Phyrexian mana, and the color identity on the flipside is Green/White. Cool deck otherwise!

As someone who just built a Polukranos Reborn  Flip deck, let me just say one thing: Lifeline is a silly card with Polukranos, Engine of Ruin  Flip and hydras.
