No problem =). Tormenting Voice is not bad, though I would suggest Thrill of Possibility or Cathartic Pyre instead. The first one is the same card, but at instant speed and the second one gives an option of burn when you need it. If you're looking for something similar to Hindering Light, you can try Outwit or Turn Aside, which are a bit more specific, but cost less. If you don't mind the double blue cost you can try Redirect, which also fits the theme and is particularly good against burn. I really wish Serene Master was modern legal, he looks like would've fit perfectly here.

No, they can not be countered by Outwit . Cards only target if they specifically use the word "target" in their text.

I know this is basically a necrobump, but I saw this deck on the main page and had to check it out because I love Temur colors for EDH. I'm struggling to see where you're wanting to go with this deck. It seems all over the place. You have cards like Archaeomancer, Melek, Izzet Paragon, Wee Dragonauts, and others, but you only have 11 Instants and 2 Sorceries, of which the instants are just counter magic. Also Dispel, Force Spike, Turn Aside and Outwit are a little too situational for my tastes. If you need to be that heavy into countermagic for your meta, I would recommend Voidslime, Dissolve, Spell Crumple, or Scatter to the Winds. Those should all be pretty inexpensive. It also couldn't hurt to consider replacing some of your creature ramp with Rampant Growth, Kodama's Reach, and Cultivate. You should also absolutely pull two basic lands for Terramorphic Expanse and Evolving Wilds if you haven't already.

Cyclonic Rift Sphinx's Revelation are very strong. The enchantments, and then you can load up on budget board wipes. Hour of Revelation Planar Cleansing River's Rebuke are all cheap. Get some good utility spells. Ojutai's Command Azorius Charm Render Silent Lavinia of the Tenth Collective Effort Blessed Alliance. Dont skimp on counterspells, run like 10-12, a lot of 1 mana ones are good in commander like Outwit Annul Invasive Surgery Dispel Turn Aside and they are all pretty cheap.

Young Pyromancer Talrand, The Sky Summoner and other cards that pump out tokens seems to be the first place to start. Docent of Perfection Flip pumps out wizards, so that might be extra helpful. If your meta is response heavy, you may need lots of cheap counters like Dispel Invasive Surgery Turn Aside and Outwit. Black has lots of creature recursion, but as far as bringing back artifacts Daretti, Scrap Savant is about as powerful as the get if you run lots of artifacts. There are a handful of artifact recursion artifacts from darksteel and mirrodin as well so look into those. The throne would probably work best in a token heavy aggro deck, so focusing on things that churn out tokens and things that also do chip damage like Purphoros, God of the Forge will likely lead to victory.

For more card draw, i think that the spells where you have to discard cards is not suitable for this type of deck build since youre not trying for deliruim, and you need to keep cards in hand in order to negate spells targeting the tutelage, your power player.
and Turn Aside could be more beneficial than the 2 drop negate spells you currently have.
And maybe consider lowering your land count to 20, since your curve is rather low.

My dearest friends, I am no red player but your Shockingly poor card combo strings has brought about Increasing Confusion in this forum. Noticeably, some of you are quite Determined to make such combos, resulting in some form of Planar Chaos. I am here to bring some Illumination to this Havoc Festival, and hopefully turn it into a Mages' Contest. Ponder with me for a moment what a good string of combos looks like:
Shouting random cards with Ferocity makes you look no more intelligent than a Kird Ape. You don't want your comment going Horribly Awry just because you were too eager to Fling the first card you can think of into your comment. You're not Brion Stoutarm, kid.
Metaphors are your best friend. Check out my Directive: Dragonfire description to see a fun example of some of these in use!
Keep your Anger towards other commenters in check and restrain your Molten Influence from giving a Guttural Response to a good comment. Conversely, its fun to Outwit other commenters, but nobody likes a guy who Insists on getting the Last Word.
Seek to create a Parasitic Bond some cards that are Familiar Ground, cards that you feel like a Myth Realized only in conversation. Find where you get your Mystic Confluence, don't take a Wild Guess.
Waste Not all of your cool cards in your first sentence. The most Circular Logic you can make is to Burnout of cards by using all your fun combos in your first sentence, Counterbalance this by attempting to split your combos out a bit, Hesitation is a nice ally to have.
If you cant find a card for it, Exclude it. It's not worth making your Mind Burst looking for something that may not exist. Likewise, if there is a Split Decision remember to take your time. Comments like these are a Trial and Error Process.
HAVE FUN! Call that guy a Brushwagg! Wreak Havoc on a well thought out Stoic Rebuttal! Subdue the thread and remind them that they are in the Presence of the Master! Enter the Infinite! The Possibility Storm is endless, and the world is your Spellbook.
Hopefully, some of you will Rethink some of your previous comments, and make some Careful Consideration an some of your future posts. Alas, my Dying Wish of this post is to hope that each of you can show some Overwhelming Intellect when it comes to using magic cards in a sentence, as I would prefer not to Suffer the Past.
