I'm not sure if it's really amenable to what you're already doing, but I remember a Sisay deck (I think I found it via ComedIan, it was actually a cEDH list), it used 5C Sisay to dig out a combo to win, and the combo was Planeswalker based. It used Aminatou, the Fateshifter, Nicol Bolas, Dragon-God, and Oath of Teferi to more or less win on the spot, the way it works is you use Oath to get 2 activations each time a Planeswalker ETBs, Aminatou and a copy can juggle one another, and with the other activation you get to do something to impact the board, Bolas can force opponents to exile permanents for example, but iirc this does eventually deck you. IIRC you can also untap stuff, so you can also make mana and do other stuff if you can't win via Bolas and Aminatou. Anyways, you aren't on Red, so you can't use that Bolas, but any method of copying Aminatou will let you juggle as long as you have an extra activation. AFAIK you only would need to add Aminatou to the list to have the option of doing this, since you have ways to copy her already. Without Bolas you'd still need some other piece out to generate advantage from the juggling, but I think that's not a big ask with this many other PWs.

I also noticed that you're on mana rocks over options like Nature's Lore and Three Visits, yes they require Green but you are on Triomes and Duals, which these can find. Land ramp is much more stable than mana rocks in my experience, so I try to use it over artifact sources in Green decks. In your colours I feel like you should look at Wargate, it's both a land ramp spell that can fetch a non-Basic land for only 3 mana, but if you have extra mana it can fetch something out.

It's a bit obnoxious, but Meekstone might be a pretty good fit in here unless I'm missing something, it even ignores your Commander fwiw. If you really want to protect Planeswalkers I would also consider Static Orb, but that's actively terrifying to most playgroups, but I think it would work well enough that I feel I should at least mention it. With your Proliferate theme and general lack of creatures, you might also try Tangle Wire, it does nothing to your Planeswalkers, and if the number is high enough it's very stultifying to the board. In a deck like this I wonder if Mythos of Brokkos would be handy to recur stuff? It's really, really wacky, but have you ever thought about trying out Brago, King Eternal? He can flicker your PWs whenever he connections, meaning you can downtick them, hit someone and then activate them again that turn. If you don't end up cutting back on artifact ramp Brago looks even better.

Hey man, looking over it, obviously a great looking budget list. Keeping a general mindset of no cards over $3 I would add:

Removal : Seal of Removal, Seal of Doom, Oubliette, Kenrith's Transformation. These are awesome removals that you can play and keep until you need to use them, and Returnable with Mully

Ramp : Bounty of the Luxa, Mind Stone, Rootcoil Creeper, Leyline Prowler, Kodama's Reach Good cheap cards to help you get Muldrotha out faster, and then be able to play 2-3 spells a turn. The Prowler is also just an awesome blocker sometimes with his deathtouch.

Top End : World Breaker because he just deals with SO MANY weird things your opponents could be doing, Tatyova, Benthic Druid is awesome, especially with the fetch-style lands you've got going on.

Tutor : Dig Up Great budget Tutor for your colors.

I would take out: Too high CMC / Clunky : Deadbridge Chant, Izoni, Thousand-Eyed, Worm Harvest, Mythos of Brokkos (replace with Dig Up)

Too uneventful / slow / non-impactful : Desecrated Tomb, Perpetual Timepiece, Tamiyo, Collector of Tales, Growth Spiral, Llanowar Elves, Foundation Breaker, Vessel of Nascency, Stinkweed Imp

Sudden Spoiling can prevent all sorts of cheap wins, but it's very easy to turn into a pure griefer card. For a more inclusive card, I nominate Mythos of Brokkos.

I've found this list really helpful whilst drafting decks over the last few years, thanks for putting it together! :) Judging by the 400,000 views that this has had I'm guessing I'm not the only person who feels that way :D

Since this list hasn't been updated since pre-WAR, I thought I'd put together a pretty comprehensive list of all tutors released since then (including all of the tutors mentioned in the comments above). Hopefully putting it in one place will make it easier to update! Note - as per the list you've curated, I've excluded any tutors that fetch specific cards (e.g. Yanling's Harbinger) or basic lands. I've also left off the card types and colours since there's already enough text in the comment and it can be seen from the preview. Right - on with the list!

CARD: TUTOR FOR - ANY COMMENTS/SUGGESTED CATEGORIES

It wasn't entirely clear to me what categories the below cards should go under since they search for specific card subtypes:

Seeing as the three creators of this list haven't been on TappedOut in at least 8 months I'm guessing that this comment won't go anywhere, but at least it's all in one place for people to search for later. I'm happy to help maintain and update this list if I'm given access. (If I haven't heard back in a couple of months then I might look at creating a copy of this list and linking it here for anyone looking for an up-to-date list of tutors.)

Rogues are my least favourite deck to play against ever, just difinitively and I saw the teferi control decks with no wincon, and also 80% of people seem to play it, don't know what's going on there if anyone does

anyway not sure how useful it'll be but there are no ways to recycle the graveyard in standard at the moment and believe me I've tried, so I started running an ANTI-mill deck, here's some of the best options for it

hope this helps, sorry that there aren't any perfect answers, if your dealing with rogues specifically and not just ruin crab and co, I suggest Nylea's Intervention as a good utility card.
