Woah - I had never seen Oracle en-Vec before.

I immediately think of Moment of Silence effects (of which you have one set with Orim's Chant ) but it seems like there's enough potential of having an opponent overcommit and then taking out their entire board with a one mana instant - to have it be worth it.

Festival , Stonehorn Dignitary in your second main phase, or Master Warcraft might all be good.

Just recently I've been looking into ways to experiment with Esper Faeries myself using my Grixis Faeries as a base. Things I would consider or suggest are: Sorin, Solemn Visitor who can create 2/2 vampire tokens or give your creatures +1/+0 and lifelink, Vault of the Archangel which gives all of your creatures lifelink and deathtouch for 2WB, replacing Dismember with Murderous Cut which saves life and is fueled by all of your other cantrips and spells, and cutting down on Quickling for Scion of Oona to take more of an aggressive and removal evasive approach.

Being more of a control/tempo deck, having responses and answers to a variety of situations will help you position yourself better. This includes using discard effects like Despise, Duress, Hymn to Tourach to attack their hand, Ponder and Brainstorm to draw cards, and counterspells like Spell Pierce, Spell Snare, and Daze to keep them off their game.

Looking at what you currently have, Moment of Silence is likely to be the card you are going to use when you're losing and will be a dead draw when you're winning. Turnabout is good but you already run 4 Mistbind Clique so making a few cuts to either would be necessary to drop the higher end of your curve. If Feeling of Dread is something you really want to keep, Send to Sleep with Spell Mastery might be more worthwile and effective at keeping big creatures tied down. Dismiss is a less effective version of Cryptic Command but can still work well and is somewhat easier to cast.

The combo with Isochron Scepter and Festival (or Moment of Silence ) seems pretty solid, but because you need to tap the Scepter in order to activate the combo, it would only work once. This could be a bit of a difficulty when playing against 2 or more other players. It might be helpful to add a card such as Voltaic Key in your sideboard just in case you encounter this situation.

I liked Tangle because of its tap effect, instead of Terrifying Presence run Fog, less mana for a slightly better effect. Some other options are: Moment's Peace, Respite,Holy Day, Spore Frog, Angelsong, more of your Dawn Charm, Ethereal Haze or Moment of Silence.
