I was thinking of blue for better flickers and Messenger Jays, but was unsure about the strain it put on mana. Definitely something to keep in mind though. As for the second question, I haven't outside of just using the built-in playtest feature against other pauper decks, which doesn't yield a ton of great info, but I was hoping to actually playtest it over the weekend. I'll make some updates based on results!

Nice deck! I like the Storm Crow include there, and I love the movie The Birds.
I was wondering why you didn't include Magus of the Moat or Archetype of Imagination. They're really great for decks built around flying.
I'd also like to recommend trying on Coveted Peacock and Messenger Jays if you're into political play, or your playgroup doesn't have a grouphug deck.
In addition, I'd highly recommend getting some card draw and counterspells in there. Blue and White has a lot of control cards in it, so take advantage of those too. I'm not saying to go full-on Stax, but a little bit of removal and whatnot is always healthy for any deck.

The only vote card you're missing is Messenger Jays; just wanted to point that out.
Given the fact that each of your commanders are focused on political card draw, it would be pretty awesome if this deck also had a subtheme of being the monarch. I would add Canal Courier and Keeper of Keys, which both have synergy with Tymna, Custodi Lich and Palace Jailer for extra removal, Garrulous Sycophant to trigger Ludevic, Knights of the Black Rose, Protector of the Crown as an additional pillow fort effect, Queen Marchesa, Skyline Despot, Throne of the High City, and Throne Warden.
