I've done some playtesting with this and against it, I have some suggestions.Right now its biggest issue is not having a strong early game. 2/2's are ripe for removal, and every modern deck will have a fetchland sitting waiting to cast Path to Exile or Fatal Push whatever creature you get out there first. I like Knight of Sursi as a turn one play, but it still doesn't get you anything on the board. I'd recommend a one drop creature. Dauntless Bodyguard stays in tribal and is pretty nice, but is more of a later turn benefit with his ability. Deftblade Elite may work well in attracting targets for an aggro deck, since he has a built in Lure. Kytheon, Hero of Akros  Flip comes to mind as well.. Knight of the White Orchid is a pretty standard modern card, and you can always use ramp. I'm not a fan of Suq'Ata Lancer, I'd look more into ways of getting you bigger drop guys out there. I'd add some card draw Dragon Mantle helps with that and devotion.

Good build, the stacking flanking looks like it can add up quickly. I'm curious if the banding mechanic works well with flanking. Stinks that Jabari's Banner and Telim'Tor are banned in modern. Maybe this could work better as a legacy deck?

With Nemesis Mask effects already in the deck, you have to find a way (in mono red xD) to have infinite mana and a way to infinitely untap Jabari's Banner.

Each trigger of flanking triggers separately, so you can give infinite -1/-1 to all of your opponent's creatures.

I thought about Jabari's Banner, but not being Modern legal, I thought not to. I wan't to play this in mtg:o. Nemesis Mask is an entirely different story, I didn't remember that card and kind of was missing this mechanic from the deck. Thanks for this man! If only I didn't have to turn this into America, Infinite Reflection would be insane! I do challenge you to build one :)

Jabari's Banner gives you another way to stack Flanking onto creatures, and Nemesis Mask is a nice way to force your opponent to block your huge pile of Flankings.

Also, and hear me out... what do you think about Infinite Reflection? It's hilarious with Sidewinder Sliver and downright insane on Cavalry Master. It's not like red is doing a ton for your deck, and using blue instead might let you have better draw power.

I think your best bet is flanking tribal. That is all he does... And things like Darksteel Plate and Whispersilk Cloak so he doesn't die when attacking, and Strionic Resonator for a total of +2/+2. I know. Wow.

Unfortunately there are only 8 red cards with flanking, including Telim'Tor. Agility, Blazing Blade Askari, Burning Shield Askari, Suq'Ata Lancer, Bogardan Lancer, Jabari's Banner and Searing Spear Askari. That is significantly less than 99 cards.

Telim'Tor theme deck is also far fetched. Only 8 cards that mention him in flavor text, 5 of which you can play, and 3 of those I've mentioned or you already have (Suq'Ata Lancer, Telim'Tor's Darts, and Telim'Tor himself. So go ahead and add the terrible cards known as Razor Pendulum and Diamond Kaleidoscope.

I think you've dug yourself too deep on this one. Maybe do unplayable card tribal. TheManaSource on youtube has a series called Worst Cards Ever. Just play everything he talks about.

Ghost Town is great, thank you!However, Voltaic Key is too expnesive, and is basically a Helm of Chatzuk at best with items with no cost except tapping, but even with Helm of Chatzuk it is already more like Jabari's Banner, and not worth it

Artifacts:

Hero's Blade kills your creatures if you equip while Horobi is out, and can only use it's free equip on three creatures.
Jabari's Banner, Squee's Toy, Tower of Coireall, Sacred Armory. These all require your commander to be useful, and are awful otherwise. Tooth and Scale of Chiss-Goria are similar, but the flash ability makes them more useful to you.
Phyrexian Totem is either a bad mana rock, or a really bad attacker, or a really really really bad defender.
Soul Conduit is a bit expensive, and it's effect isn't great.
Veilstone Amulet is going to require some instants to be worth it, since you'd want to cast something in response to someone else trying to target your creatures.
War Horn is not good enough.

Enchantments:

Death Pit Offering. Bad. Out. Cut. Leave. Go.
Quest for the Gravelord. Slow, not worth the effort.
Ragged Veins will kill the targeted creature before resolving if Horobi is out.
Unspeakable Symbol is bad. I get that it combos with Retribution of the Ancients, but retribution is a repeatable one mana kill with Horobi, and doesn't need you to have any counters on any creature to be active.
