Huh. Dunno how I stumbled across this deck. You only want white removal ideas? How about...
Condemn, Gaze of Justice, Reciprocate, Spirit Link (does double-duty for you in this deck), Oust? Harm's Way? Reprobation? Afterlife? Crib Swap?
There are just a ton of options in white for removal - even on a budget. You have to remember, though, that a mono-white deck is going to have a bit of a problem with card draw, so targeted removal in a multiplayer game could put you at a disadvantage. Especially if you have too much.
Well of Lost Dreams might be worth squeezing into your budget... That actually just reminded me of Cradle of Vitality which would be pretty awesome here.
Again, consider more board wipes than targeted removal (I'll give suggestions on those too, if you're interested).

By the way, additional costs are automatically applied when casting a spell from another zone. See for example Gaze of Justice . The modified reminder text for flashback mentions the additional costs, but that's just for convenience.

for a budget option for Path to Exile you can try Gaze of Justice since you'll have plenty of untapped creatures to use. I would also consider any dual lands.

Mutagenic Growth & Apostle's Blessing could help you get your life down to 5 quicker, if you actually want to go that route. =D
I love +1/+1 counters decks, and I've used a lot of these cards before, so it's almost like looking down memory lane here, lol.
The only thing I really want to say here is that some Flashback in the deck would be nice. something like Thrill of the Hunt or Travel Preparations would be cool, but maybe also Acorn Harvest, Battle Screech, Folk Medicine, Gaze of Justice, Sylvan Might, etc. etc. You could probably remove 2 and 2 of Scatter the Seeds and Gather the Townsfolk to make room if you wanted (or just drop Scatter altogether).
what needs improving? Speed? Protection against removal?
