I'm not the utmost expert on mill decks, though I've seen plenty of them on this site for easy reference.
First off, there are definite infinite combos for the theme, but I don't know them all because I prefer not to use them. However, one that I do know is Arcanis the Omnipotent + Laboratory Maniac + Mind Over Matter . That's more for a self-mill deck, and generally runs Thassa's Oracle with other infinite combos.
Other than that, here's a short list of things I can think of that are missing from your list:

Blue doesn't have much removal, and relies on counterspelling to cover that category. However, in a mill deck, cards like Anchor to the Aether and Forced Retreat can act like creature removal. On a similar subject, Memory Lapse is a good, cheap counter for mill decks, though arguably better in multicolored decks.

Sphinx's Tutelage, Teferi's Tutelage and Psychic Corrosion are really good for mill, especially if you add things like Windfall, Jace's Archivist, Kami of the Crescent Moon, Gadwick, the Wizened, Teferi's Ageless Insight, Folio of Fancies and Prosperity in there, as well as synergizing with cards like Brainstorm, Visions of Beyond, Ponder, etc.

Other cards you may consider would include Maddening Cacophony, Keening Stone, Increasing Confusion and Telemin Performance. Also, High Tide as the best possible choice for ramp in blue, especially if you want to set off an effective Brain Freeze (which I think would be better off in a deck that was specifically designed to cast Storm spells, rather than a straightforward mill deck).

Since you fill your own graveyard too with Ghoulcaller's Bell, you could play cards like Treasure Cruise, instead of Ponder. You could easily draw 3 cards for 1 mana instead of look 3 cards, choose 1 and put 2 back. Also, Brainstorm would probably be better, since you draw 3 cards (which trigger Jace's Erasure 3 times) and you put 2 back on your library, so you doesn't mill yourself! (Dream Cache as the same effect, more or less)
And you could use Cathartic Adept in combinaison with Ghoulcaller's Bell, to mill faster? I don't know.
To deal with creatures that are not affected by Meishin, the Mind Cage, you can use Forced Retreat or Time Ebb.
I don't think you need black to discard. Well, you can, but I would probably not do it.
Tbh, I would concentrate on Jace's Erasure mechanic, drawing much cards while milling the opponent. You can, then, play control cards like counter spells and things like that, to prevent your opponent to play anything. (If you go with this stragety, I would probably prefer Fraying Sanity as a noble)

Flusterstorm is pretty bad in EDH except in the highest tiers, TBH. I have a copy and I'm struggling to find a deck for it.
Looking at your description, here are some things that might interest you: Anchor to the Aether, Chronostutter, Ether Well, Forced Retreat, Grasp of Phantoms, Griptide, Metamorphose, Repel, Spin into Myth, Submerge, Sweep Away, Temporal Eddy, Whisk Away. There are also a million Control Magic effects, though they usually center around 5 mana (Mind Control, Treachery, Spirit Away, Volition Reins, etc).
You might also want a Braids, Conjurer Adept in here. It should help you get some of those big fatties out of your hand.
