You also have the option of using Athreos, God of Passage as your commander, because unfortunately Kaya is not a legal commander. The only planeswalker that are legal as commanders are the ones that specifically state they are on the card itself Commander works a little differently though, because there are traditionally more people at a table (4 people in a standard pod) lifegain doesnt mean quite the same thing as it does in brawl. Not saying it is bad, depending on the level youre playing at, doubling your starting life total can be really solid. Some options you could consider running alifegain list to win would be things like Approach of the Second Sun, Felidar Sovereign, and Aetherflux Reservoir. there are many other options as well, those are just the ones i would consider. Oloro, Ageless Ascetic is another very popular commander that deals with lifegain if that is the route you want to take. If you want to lean more heavily into the tribal side of things, especially with a focus in angels, I would consider Kaalia of the Vast. She is a really powerful commander. In the deck you tagged here, if you wanted to choose a commander from that list i would go with Firja, Judge of Valor. Selective card draw is really good in commander, and this one you should be able to trigger quite frequently. A phenomenal resource for any player new to the commander format is edhrec.com. This link should take you straight to the page for Firja, Judge of Valor as I threw it in the search bar before I tagged the link, that should give you an idea of what to expect from the site. I will be honest, Orzhov is generally outside my comfort zone, but you're welcome to tag me in anything you put together and I will happily take a look. Since you're building a 100 card singleton deck, I highly recommend having in the ballpark of:

10-12 Ramp of some kind Sol Ring, Arcane Signet, etc.

10ish Card Draw/Engines of some kind Mentor of the Meek, Mind's Eye, etc.

8-10 Pieces of Single target removal Swords to Plowshares, Path to Exile, etc.

3-5 Pieces of Board control Damnation, Wrath of God, Merciless Eviction, etc.

This will set your deck up to work consistently, and there are some card that will kind of fit multiple roles for you such as Magister of Worth and the like. I like to start by choosing my commander and working from there, but many people build the deck they want and then choose the best option from every viable commander they can. I came across Firja, Judge of Valor while opening packs and immediately felt the need to build her.
I checked my deck building challenges and decided to go with build a 4 card combo with out using tutors.
My first draft of this deck consistently combo'd between turns 9-12. making it a power level 6.
It was consistent but lacked wins. So i added tempo and started wining most games. At this point i completely fell in love with the deck.
So i foiled out what i could, and had this beautiful deck that consistently accomplished what many would think impossible, But it felt weak at level 6.
I broke down, added ramp with a couple tutors and got to 7.
But here i am now almost a year into this deck with over a grand invested and completely stuck at level 7...
My goal is 8 (consistent combo 5-7), and i do have some dead weight in the deck, But i have tried every combination of swaps i can think of and can not get out of 7.
Before i finally give up and swap out commanders to pick up green i hoped someone here could see what i am missing.

I think this deck lacks identity. From what you've said, you're trying to be an Orzhov lifegain deck, but there are so many cards that don't fit with that plan and/or don't bring a lot of value to the table. We should also probably just make this a Clerics deck (with Angel of Destiny), as that fits the lifegain build and packs extra synergy.

First, I think Vito, Thorn of the Dusk Rose should be a four-of in the deck. He's just so good in a lifegain deck. Righteous Valkyrie should probably be in here as well, as it helps gain life and provides a buff when you do. Speaker of the Heavens should also be a four-of, as it gains some small life and when you hit 27 starts really giving value! If we're going Clerics, Orah, Skyclave Hierophant is a good idea.

As for cards that don't give a lot of value, Dream Devourer , Firja, Judge of Valor , Giant Killer , Skemfar Shadowsage , Invoke the Divine , Light of Hope , Revitalize , Poison the Cup , and Pacifism all probably need to go. There are better options for what most of them do, and the rest you don't need the effects of. Doomskar too, because you're a deck that likes a full boardstate (lots of creatures) so you don't want to be wiping the board almost ever.

There were several removal options in what I pointed out. Bloodchief's Thirst and Heartless Act are good replacements, but you don't want too much removal, you should be focused on your own board most of the time.

Don't forget as well that having a list of mainly 1-2x cards won't make for a consistent deck. Ideally, you have as many of your good cards as possible.

Those are my initial thoughts. There's some value lost in the list even after those edits, but it's a good start, I think.

You have a lotta situational spot removal. Not sure what your meta's like, but I'd take out Go for the Throat and Doom Blade at least... Possibly Dismember . It largely depends on what your meta's like, but four or five spot removers and three-to-five sweepers tends to be enough... particularly when you have some good card draw. Unfortunately, Kaalia's best card draw comes in the form of demons. Most notably Vilis, Broker of Blood .

In terms of creatures to take out, Firja, Judge of Valor looks like your most expendable one to me, but it's hard to whether or not that's just my personal bias talking, lol. Never much liked her myself.

Hey, well done on a $50 budget. You have good card sense if you're new on such a low budget.

I will try to match my suggestions with cards to consider cutting that are close to or equal in price. Some changes to consider:

Swords to Plowshares is the most expensive card here and you have many other removal spells to make up for not having it. Sol Ring is a staple mana rock in Commander and it's more ramp that can help to cast high CMC Angels. With Angels repeatable low mana cost ramp is more important then a single creature removal spell.
