Each opponent exiles cards from the top of their library until they exile a nonland card. You may cast any number of spells from among those nonland cards without paying their mana costs.
Rebound (If you cast this spell from your hand, exile it as it resolves. At the beginning of your next upkeep, you may cast this card from exile without paying its mana cost.)

I have a Rakdos deck that's trying to do some similar things, I leaned into creatures that could double as removal, some games you can eliminate a player by resolving an early Dwarven Miner/Dwarven Blastminer, Tsabo Tavoc is a hilarious card in a Commander game, Olivia Voldaren and Drana, Kalastria Bloodchief make very good use of late game mana and can create a whole mess of trouble, maybe War Cadence is a very political card I love to try to sneak into decks, the really sweet part is you can use it on an opponent's attack to help THEM get in, and an Archenemy is tapped out that means you only need to spend {1} to make everything unblockable... it's a real skill testing card IMHO. Rite of the Raging Storm can kill off any opponents that don't have blockers, and it survives most Wraths. It's also a sacrifice effect when it dies, so it works with Mayhem Devil without support. Even without it's combo I find Exquisite Blood can be an amazing card, it's hilarious with Protection Racket out! If you want things to get chaotic/people to have to make choices you might like some of the Dr. Who stuff, the only card I personally use is Ensnared by the Mara, which isn't too jarring IMHO, most people wouldn't realize it's Universes Beyond at a Glance IMHO. Humble Defector is a fun card even if you don't run ways to kill him off right after he changes hands, some players will agree to trade him back even! Din of the Fireherd and Fevered Suspicion are pretty chaotic effects, though some people will really get up in arms if you take away more than a couple lands! Speaking of taking a couple lands, Volcanic Offering is hilarious IMHO.
Rakdos isn't the ideal colours to make him pop but I still like Brash Taunter, he's also great with anything that gives him lifelink, but it's surprising value if you can resolve something like Scavenged Brawler on Taunter, it's worth noting that Brawler would also help turn Vial Smasher into a much better threat/life source.
Finally, have you thought about some auctions, maybe Thieves' Auction or Illicit Auction? 5 mana to maybe not get a creature isn't amazing, but in practice if you ever have the most life it's just 5 mana to steal whichever creature you want! Thieves' Auction is a good card if you have a lot of permanents that work just by being out (like symmetrical chaos effects), but it's also decent if you don't run an especially sturdy board (since you pick first!), I've had situations where nothing on my board was taken until everyone else's boards were taken, my cards were that bad! Such a great feeling to get value out of stuff like Thieves' Auction.
I like the idea of your list here, you might get a kick out of my Pavel the Mighty, Hero We Deserve list, it's a Chaos deck that overflows with pet cards!

You may take a look at folliwing cards that may fit your "play from exile" strategy : Share the Spoils, Wand of Wonder or Fevered Suspicion. (I highly recommend Share the Spoils, which is a very fun card to play in EDH.)
Revel in Riches may be a strong win conditions to add in your deck. However, I don't think it's a fun card and your deck doesn't seem to be built to be overpowered.

I built a single deck that has the Chaos tag, Pavel the Mighty, Hero We Deserve. That deck prioritizes unusual cards/effects, and doesn't mind running some questionable cards if they can fill a role. From the deck, these are some of my favorite Chaos spells: Allure of the Unknown is not only a solid draw spell, it's also a great way to make a friend, especially if you've got big/crazy effects in your deck. I also like the Auctions, Thieves' Auction and Illicit Auction, both have a strong absurdist element to them, but either can do things you're really not supposed to do in Red. Fevered Suspicion can be a lot of fun, Hurl Through Hell is a truly weird effect. While Pavel is a chaotic deck, it also has the possibility of eliminating people, I don't think I like Chaos for Chaos' sake, I like there to be a plan, even if the plan has elements of insanity to it.
I think if you want to build Chaos, your deck should be able to win the odd game, otherwise you're kind of violating the presumption that we're all trying to win the game (to some degree/in some fashion). I suppose if you have a playgroup that's fine with decks that do the equivalent of throwing feces at a dinner party then have at it, but if your deck can sometimes threaten a win it's a very different story than if you're just making people miserable for kicks. I for one will tolerate a lot of annoying things in decks, but at least have a plan to end things, I hate frustration scooping!

So there's a competitive combo version of Jeleva and then there is fun Jeleva. I'm going to make suggestions based off what I think of as being more leaning towards the fun. The general idea I have in my head is to get some high cost spells exiled and cast them for free off her trigger. I haven't played much spellslinger pretty much ever but here's what I dug up. Not sure what your budget is though.
Rise of the Dark Realms, Expropriate, Worst Fears, Army of the Damned, Aminatou's Augury, In Garruk's Wake, Fevered Suspicion and Blasphemous Act.
I'd also get some more protection for Jeleva. As each time she dies and is cast again you'll lose access to everything previously exiled. Not the worst thing but it can be nice to hit a few of the spells before having to recast her. Lightning Greaves, Whispersilk Cloak, Clout of the Dominus.
If you happen to have some room a few copy effects aren't bad ideas. Mirari and Lithoform Engine.
Metallurgic Summonings and Wild-Magic Sorcerer seem like solid inclusions too.
Do you have a clear vision of how the deck wins? Regardless the deck looks fun!

You asked me about recent adds. Karazikar, the Eye Tyrant slots in either your "Value" category or potentially "Survive" category as being Voltron'd is less of the threat with him & one big battlecruiser coming my way has been more of a problem for the spider than swing-wide. I added Fevered Suspicion because it is a fun bomb... but doesn't seem as on-point for you. Den of the Bugbear & Hive of the Eye Tyrant have been good utility lands for me.. One making more polymorph fodder. The other being more gravehate. Death Tyrant self-enables recursion & keeps the zombie train rolling.

After further testing and time to parse through the upcoming Forgotten Realms regular and commander cards, I think you're right about the "discard hand, draw 3" model. While it sometimes works, it takes far too much commitment and loss of control to rely heavily on. I will keep Ox of Agonas as I still think its Escape mode is pretty great, but Anje's Ravager and any others are out. I'm also putting Stinkweed Imp back into the deck because being able to process 5 cards without spending mana, just a draw, is powerful.
I think for now, I should tighten my sources of card advantage. Though it adds a bit more consistency to have more smaller looting cards like Thrill of Possibility or the aforementioned Anje's Ravager , I could just be using those slots for more powerful cards that actually impact the board or are otherwise useful while consolidating the draw power to the heavy hitters like Magus of the Wheel , Vilis, Broker of Blood , or Disciple of Bolas for example. Specific tools and answers will be handled by the tutors I was adding anyway and the general system will be greased with odd cards like Squee, Goblin Nabob and Phyrexian Reclamation .
Everything else needs to be playtested rather than theorized about, but I think it's safe to say this is a core part of the deck that I should reconsider and upgrade. I'd also like to put forward the new Warlock Class as a possible replacement or partner to Archfiend of Despair and the possibility of Heartless Hidetsugu .
I'm also interested in the new Hurl Through Hell , Fevered Suspicion , and Orcus, Prince of Undeath . The former two I'm more optimistic about, and am willing to sacrifice a little reliability for their potential and because they look like a lot of fun, but I suspect Orcus will be one of those cards that look a lot better on paper than in practice.
