I have a G/B 60 card sac deck, and here are a few things that have been really good in that deck. Not sure if all will work for yours, but figured I'd throw out a few cards : )
Crashing Drawbridge I love giving big pay off creatures haste and if you don't need it then it's a sac target.
Eradicator Valkyrie Hits each opponent for a sac and can snowball by itself
Nether Traitor the sac you can always sac : )
Neverwinter Dryad is another tribe elder kinda
Storrev, Devkarin Lich is pretty great
Deadly Dispute such a great value engine and works awesome with things like Shambling Ghast
Tragic Slip is one of the best 1for1 removal spells in a deck where things are consistently dying around the table
Braids, Arisen Nightmare can be a very strong value engine
Rankle, Master of Pranks hits with haste early and can really shape the table
Bitterblossom can create a good stream of tokens to sac

I really like the use of Eradicator Valkyrie I've definitely had games where it has run away with things and people are like, what is that card : )
And I'm not sure if any of these would help, but here are a few that I've found useful in a sac deck.
Mishra's Factory because sometimes you just need one more body to clear their board : ) But you do need a lot of black for you creatures, so I'm not sure if it would work.
Deadly Dispute is just such good value and it's one of the best spells to cast on their end step.
Nether Traitor is great fuel for sacs, and with a couple on the board can really add up damage.
Shambling Ghast goes so well with effects like Braids, Arisen Nightmare The ghast can sometimes effectively double your removal.
But your list looks pretty solid as is, I just figured to throw out a few things that have worked for me : ) Looks awesome!

If I have a Spellskite and my opponent deals combat damage with Eradicator Valkyrie then activates their "Boast" ability, can I change the targeted creature my opponent plans to sacrifice to Spellskite, thereby countering the ability since Spellskite is not one of their creatures? Or would I not even be able to change the target to an illegal creature? Similar question with its interaction with cards like Bone Shards.

I was looking at your Serra's Descendants, competitive Angel Tribal deck last night actually, and I agree on the Bishop of Wings call for sure, I actually completely forgot about that card when I was building this. Speaker of the Heavens I originally wasn't considering because of the aggressive stance I was taking with the low mana cost creatures, but as nice as Resplendent Angel is its definitely less justifiable without more lifegain payoff (and is the most expensive card here by far), so I think that's a switch I'm comfortable with making.
I was concerned about the payoff for Cleric Class being less reliable than Paladin Class , but with an extra couple of lifegain cards like Bishop that's definitely more viable feeling.
Legion Angel is one of my favorite cards in standard right now, but I'm worried about having a 4 mana drop sitting in bolt range. The card advantage is very helpful, but I feel like it generates more value for an opponent than it does for me if it immediately dies to a 1 mana spell. I think I might value the opportunity to drop 2 Serra Avenger on turn 4 a bit more instead.
I have the same issues with Emeria's Call Flip as you noted here and in your conversations about it in your Serra's Descendants deck, its something that just doesn't generate enough value consistently enough that its worth spending the extra 6 bucks to me.
I definitely am considering swapping to a monowhite deck here, especially since unfortunately as much as I love them the black (and most b/w) valkyrie cards just aren't very viable in modern (rest in peace Eradicator Valkyrie and Hailstorm Valkyrie , I wish you two were better ;_;).
I worry about Starnheim Unleashed a bit since getting efficient payouts with it requires having at least 5 mana on the board, and I've found that Firja's Retribution is actually quite nice in a lot of instances; the "free" removal on stage 2 is nice for killing flying blockers without taking a hit on my tokens (since you can activate it after declaring), and the double strike ends up being a wincon in most games where I get it out on the field. That said, the dual lands are pretty pricey, so the switch is definitely still on the table for me.
Anyway, thank you again! I'll be making a few changes here to update things and see how it shapes up.

libraryjoy, do you think I should add more dark rituals then? But ok, no twilight mire it is. I also do have the 4 Phyrexian Obliterator . The cards I don't have are Torment of Scarabs , Archfiend of Depravity , Eradicator Valkyrie , Vampire Nighthawk , Dauthi Voidwalker , and Epic Downfall but I can purchase these.
Out of those creatures, I think I'd go with Fog of Gnats and Blightbeetle to help with Phyrexian Obliterator.
Would I just put one of those Gray Merchant of Asphodel ? One? I don't think I would use Archetype because of the mana cost, like you said. Honestly, Revenge of Ravens would go amazing with this. Tell your friend I say thank you! I was thinking of Stab Wound , but wasn't sure how well it had fit.
I was also thinking of adding possibly Erebos, God of the Dead .

Yeah Coat of Arms would be pretty crazy, but also unless I'm wrong, the triggered ability off of Felisa isn't actually a spell, you'd have to actually cast a spell with black in it (i.e., something like Eradicator Valkyrie or Ashen Rider ) for the Deathbringer Liege part to work. The token creation is from a triggered ability, not a spell. Nonetheless, liege also pumps all the tokens by +2/+2 and you still are casting black and white spells for the other triggers so I'd agree, it could probably stay, but you would not get triggers from the token creation as they are abilities not spells.
Also, I think blade of the bloodchief should still definitely be in the deck somehow especially with the minor Vampire tribal, but sword of t/w is quite insane that definitely has to go in.

As a baseline, you'll need to add lands, which I'm sure you know. Since you're making Treasure and Gold tokens in this deck you'd probably be good with roughly 34-36 lands, leaning more to the most mana color you'll need, say like a 25/25/50 split if thats what you're going for.

Key Angels you may wanna keep: Avacyn, Angel of Hope , Angel of Destiny , Angel of Serenity , Sunblast Angel , Lyra Dawnbringer , Eradicator Valkyrie .

While I do like Gisela, Blade of Goldnight and Tariel, Reckoner of Souls they have a high mana cost as most good Angels do, while Tariel synergizes well with your strategy she does have that randomness factor and would advise a more reliable and consistent option. Gisela speeds up the game. As a player this is good and accelerates the game, but as an opponent my first priority would be to get rid of Gisela and that paints an even bigger target on your back.

Restoration Angel is fantastic for your edict effects, at face value. You'd need to run flicker effects to really make it shine. Basandra, Battle Seraph seems really good, forcing people to attack is nice and it prevents players from casting anything in combat, however it means instant speed removal will be used before the combat step. This also stops you from casting spells in combat.

As for Human synergy, I really like Teysa Karlov , Thalisse, Reverent Medium , Queen Marchesa , General's Enforcer and Fain, the Broker . All of them work very well with the token strategy, especially Teysa and Thalisse

Things I wouldn't necessarily include are cards like Juri, Master of the Revue (as good as she is with Fling ), General Kudro of Drannith (incidental unless you go all in on the Human tribal strategy), Devout Chaplain (same reason for Kudro), or Dire Fleet Hoarder (basically a one time effect unless you jump through the Teysa hoop, yes it does give you a Treasure token, but at a cost of 2 mana and the creature dying).

Things like Ruthless Knave , Pitiless Plunderer , and Impulsive Pilferer perform outstandingly well in terms of more bang for your buck in this case.

As for Demons I really like the Archfiend of Depravity and Rakdos, the Showstopper , their mass sacrifice effects are wonderful, however Rakdos does effect your board heavily unless you play to his synergies, you wouldn't want Negan to die to his effect would you?
-When it comes to your Dragons, I think you hit the nail on the head, nothing I would really change or take out. Allows for Magda, Brazen Outlaw to have a decent outlet if you don't want an artifact.
-Finally, the other things you've got going. Dockside should just be an auto-include, albeit a heavy price tag, but if you can get one you should definitely include it.

Dark Impostor , while mana intensive is still a decent mana sink that can function effectively as targeted removal. Definitely keep your edict creatures, they are super useful and trigger Negan, and thats what you want.

Starnheim Aspirant is useful if you go super heavy into the Angel theme, but if you skimp on the Angel theme this could very often be a dead card.

Storm-Kiln Artist , I like this a lot for this deck, can be a beater, and generates value.

Vault Robber , seems bad, and bad to do. Synergizes with Magda and makes Treasure tokens, but thats really it... PLUS it requires you to have a creature in YOUR grave. I'd cut this, but if you have a reason to play it I'm not seeing immediately play it in your deck.

Viscera Seer , good card, good sac outlet, not much else to say.

Creatures I'd include based on what I've seen: Solemn Simulacrum , Burnished Hart and Mayhem Devil . Some good ramp and a decent damage dealer if you'd like to play a cheap one. Plus the Devil is great at just 3 mana.
Angelic Renewal is basically a one time effect. While good, there are better recursion spells out there, but this one does fit the Angel theme so thats really cool. :D
Aside from that, I think that's a decent spread of enchantments. Nothing to add really, love the inclusion of the Sagas and Revel in Riches .

You could also put Martyr's Bond in for shenanigans, Hidden Stockpile for utility, or Flameshadow Conjuring for more token synergy.

Flickerform is also a unique enchantment, but makes it doubly effective with edict creatures like Plaguecrafter .
- Shiny Impetus is good for token generation, but don't play a sacrifice creature to have that player just get rid of it, deceptively good and bad.

The Eldest Reborn is also another good saga to include if you want another edict type effect, and when it does go off you can get what you want from players' graveyards.
The three signets for your colors, Arcane Signet as well.
Panharmonicon to double up on edict effects.
Wouldn't run Secure the Wastes strictly because it doesn't put Humans into play, play the sorcery option Martial Coup instead if you want a token creator with some OOMPH.
I'd recommend more removal, but with everything else considered I think you're pretty much good here. Really like the Crackling Doom and Vona's Hunger inclusions.
- Approach of the Second Sun : Does provide you an effective way to win, very good card for a deck like this especially if the game goes long.
- Brass's Bounty . Love it, not much else to say.
- Contract Killing fits the theme and the flavor. Love it.
- Damnable Pact is good card draw for you, and useful against someone who flies too close to the sun.
- Debt to the Deathless / Entreat the Angels . While both good, is not something you want to draw into early game or open with. I would highly suggest playing less finisher cards like these, but if you wanna play em don't let me stop you.
- Killing Wave . Love it, super good.
- Necrotic Hex . Expensive, but great effect.
- Excavation Technique is actually a really good spell. Synergizes with Magecraft like WoTC intended and is deceptive for your opponents.
- Increasing Devotion / Finale of Glory . One of these is better than the other. I'll let you decide which is which.
- Heartless Pillage / Seize the Spoils . I really like both of these cards as spells and thematically. They work well for Negan and as spells for you to Pillage and Loot with as you please.
- Ruinous Ultimatum / Tragic Arrogance : Both are fantastic, especially as finisher spells. I'd make a point to include both so you have an option when you're ready to win(IE: Revel in Riches in play with a ton of creatures on board, its akin to vandalblasting with a lettuce on board).

It's turn five(so you can drop Gary) you have a 1/1 out like Serrated Scorpion , a four drop like Eradicator Valkyrie and Vito had been your three drop. I mean yeah this is a kinda ideal situation but, just go with it. That's Devotion six...
Dropping Gray Merchant of Asphodel gaining six, and they lose six, then triggers Vito, Thorn of the Dusk Rose they lose another six life. You've gained six, and they lost twelve.
Even crazier imagine if you could get Gary out while Vito's Lifelink ability was triggered infinite life gain for you and infinite life Los for them...
