I’ve played a number of games now and the deck is a lot of fun! This is the first deck (basically) of mine that has counter-magic in it, so I’ve had to reassess my playing habits, but otherwise it’s loaded with weird interactions that sort of pilot themselves. The commander is really important to get out there, as it will build you a 2/2 Army pretty promptly, and you need to draw a lot in order to get a good amount of theme on the table. Confessor matches up nicely with the draw/discard effects, and your first clue on your turn will get you two cards each turn. The color-hate (like Justice and Sanctimony) can be sort of feels-bad so a few of the games I’ve just sat on them (only justice, come to think of it). Library of Leng and Ivory Tower are always a great team, and Island Sanctuary is buttressed well by drawing on other people’s turns. The downside I hadn’t considered with that, though, is you’re still pretty weak to flying. I managed to use Abbey Matron in the best (only?) way, blocking and then pumping, which sort of felt like unlocking an achievement. Restore the Peace is great both against tokens that are beating you up AND against big baddies that block your 2/2s. Martial Law is one of the best answers to fliers and other trouble, almost like an Oblivion Ring that you can re-target every turn. It's very difficult to make a decent deck around $100 dollars in EDH unless you're using specific budget lists. Regardless, I'll try to keep these suggestions budget.

With that out of the way, I like a good amount of the cards in this deck. A huge suggestion is to put Archfiend of Ifnir in here. It can wipe enemy's fields very fast if played at the right time. Another is Confessor to double your sustain. Don't underestimate the value wheels can provide Varina. If you want more card advantage Mentor of the Meek is amazing for it.

Based on what I've seen, I'd recommend cutting:

Dusk : This kills 48% of the creatures in your own deck.

Battlegrace Angel : with all your tokens and other angels, you'll rarely have anyone attacking alone.

Confessor : in a lot of cases, this guy won't do much.

If you want more suggestions, lemme know and I can provide them. IF you need to trim down more creatures, try looking for things that are outside the theme of your deck. For example, it seems your focus is many small white creatures, life gain, big flyers/angels, and +1/+1 counters, so it would make sense to start trimming down by removing things that don't fit with that theme.

Decks looks fine, but... Isn't it would be stronger if there was more cards that generates more life gain triggers?
For example, Marble Chalice, Ephara's Radiance, Silent Attendant and many other cards make only 1 life gain trigger in a circle (from your turn to your next turn).
But cards like Royal Herbalist, Leonin Elder or Confessor would generate much more.There is also better to rid off augmenting cards like Ethereal Armor. Because it easier to gain life 3-4 times, then to attack with a creature and deal damage (still only to one opponent).

Well, in my opinion, there is better way to change whole tactics. More lifelink augments + creatures with more then one trigger in a circle would be more effectively.
Fencing Ace or Cuombajj Witches + Squire's Devotion can heal you twice each turn.There is also a way to add two triggers in a circle to make tokens Queen's Commission and protect them with evasion or enchantments like Lumithread Field or Parapet
