Pursuant to subsection 3.1(4) of Richard's Rules of Order, during the upkeep of each participant in this game of the Magic: The Gathering trading card game (hereafter known as "PLAYER"), that PLAYER performs all actions in the sequence of previously added actions (hereafter known as "ACTION QUEUE"), in the order those actions were added, then adds another action to the end of the ACTION QUEUE. All actions must be simple physical or verbal actions that a player can perform while sitting in a chair, without jeopardizing the health and security of said PLAYER.

If any PLAYER does not perform all the prescribed actions in the correct order, sacrifice Bureaucracy and said PLAYER discards his or her complement of cards in hand (hereafter known as "HAND").

I can't do a full legal report on Bureaucracy, but I can tell you this: To quote the comments section for the card in the gatherer, one user's translation is this: "There player A, and his opponent player B. Player A played this enchantment. During player B's next upkeep, they do action W, which is an action that is a simple physical or verbal action that has no risk of physical or mental harm and can be performed while sitting down. Let's say for action W player B decides to snap his fingers on both hands at once.

During player A's next upkeep they must perform action W (snapping their fingers) then add another action to this queue of actions that is being built up, referring to this new action as action X. Let's say action X is saying a tongue twister. In other words, when it comes to player A's upkeep here, they have to snap their fingers then they say the tongue twister.

This continues on, with each player adding to the action queue with each of their upkeeps. So during player B's next upkeep, they have to snap their fingers and say the tongue twister then add yet another action. The players keep adding actions during their upkeep after doing all the previous actions in order. When one of the players is unable to do all the previous actions in the queue during their upkeep, in order, the effect of the card kicks in and that player has to discard all the cards in their hand."

That's not nice. First, I want a concise, 3-page report in highly convoluted legalese about what the effects of the card Bureaucracy actually means in a game and the optimal ways to stop it. Use at least 3 triple negatives and 1 quintuple negative in your response. Then, submit it in triplicate through the MTG Arena help desk, and share the response from WotC customer service with this forum. Finally, we will cross-check that and once it is confirmed, the challenge can proceed.

P.S. All notes due within 12 hours of this post.

P.P.S. Anyone who floccinoxinihilipilificates this post will be sentenced to 3 years in Udzec, followed by an additional year in Exner, as detailed in subsection 3.2g of the "Regulations on the proprisememnt and discourse of assets pertaining to holdings of the Azorius Senate and its subsidiaries"

P.P.P.S. If anyone actually does this I will be happy to make Bureaucracy black bordered.

I think cards such as Shahrazad, or Bureaucracy would fit in fine in this deck.

Jokes aside though. Cards like Lapse of Certainty or Mana Tithe, might fit your playstyle.
