First off, I’ld cut Baral, Chief of Compliance, mostly because you aren’t running a counterspell deck. You may have a few in here but not enough to justify a slot in the 99. These other ones are a start to the ones I’ld remove:

One card I would most definitely add to the deck though is Venser, Shaper Savant. With the etb doubler your commander has built in you could use Venser to return an opponents spell to their hand then with his doubled etb return himself to your hand to cast again when that opponent tries to cast the same spell again. And with all the cost reducers you have in here you’ll be able to cast him numerous times before your next turn.

May I ask what the Traveler's Cloak and Pentarch Ward generally target upon re-entry(if they are flickered at all)? Assuming that they are being flickered by Brago, along with himself, they will not be able to attach themselves to your commander.

May I also suggest a strong consideration for Reflector Mage or possibly even a Lavinia of the Tenth? Personally, I would swap out the Alirios, Enraptured and/or Whirler Rogue (although, an unblockable army does sound appealing).Unless you plan to go full token generation and play hyper aggresively, the two cards do not fit the general theme.

These two offer a lot of breathing room as the Mage can bounce creatures back and prevent them from being cast for an entire round. Lavinia is just great at locking out a large chunk of your opponents board!

Or perhaps even an Aven Fogbringer if you really want to cut someone out of the game for a while :)

I'm building a very similar deck. I'm considering running Enter the Infinite and Laboratory Maniac (and Leveler) as a floating win con, in case the ETB effects can't keep up. Though Rite of Replication and Clone Legion seem a lot more fun.

I have more Merfolk than you, so Stonybrook Banneret is key. Particularly since Blue ramp is mediocre.

Re: card draw, I've got Brainstorm, Opt, Arcane Denial, and Open Into Wonder. Rhystic Study seems hard to beat.

Other creatures you might like: Sower of Temptation, Identity Thief, Vendilion Clique, Merfolk Trickster, Aven Fogbringer, and various shapeshifters like Clone and Phyrexian Metamorph.

Overall, I'd add more creatures and cut some of the artifacts, so that you have at least 3225 creatures. I'd cut Meekstone and Wayfarer's Bauble.

I really like this deck, I tried for a while to build an Inalla list that felt good to me, but couldn't quite manage it. Dire Undercurrents is a sweet inclusion, I feel like you could probably make some really broken things happen with it. I also like some of the more obscure wizards you slotted in here, like Aven Fogbringer or Supreme Inquisitor.

Not running Sol Ring feels weird, but most people who don't run it have a reason for doing so. I just feel obligated to mention it. Fellwar Stone, Talisman of Dominance, and Talisman of Indulgence are some other great 2-cmc mana rocks.

Dramatic Reversal feels somewhat low impact, I feel like Intruder Alarm is usually just better. Faces of the Past could even work if you played more sacrifice outlets. Trophy Mage also feels a bit weak with only two fairly weak targets. Adding Ashnod's Altar could help give it some more flexibility in its targets. Ghostly Flicker is a very powerful effect with all your etb effects, and combos with Dualcaster Mage or Naru Meha, Master Wizard to give infinite etbs and flicker another creature, artifact, or land infinitely. Using Dualcaster Mage for this also allows you to create infinite hasty tokens.
