So this would mean that Akroan Phalanx's ability would only grant +1/+0 to creature's I control as it resolves?

Looking better.
I'd still like to see more artifacts in there. Whispersilk Cloak will protect your commander and because most of your buffs are creatures you control, and not target creature, the shroud won't matter to you. Plus unblockable to get in for commander damage.
Trailblazer's Boots, Prowler's Helm, Darksteel Plate, Fireshrieker, Hero's Blade, all great cards.
A creature that would be great to see in here is Balefire Liege.Buffs for other creatures, plus burn and lifegain.
Also that angel I couldn't remember the name of before is Reya Dawnbringer.
As to cuts it's hard to find anything as you got a lot of 'all your creatures get x until end of turn', which is good. We just need to find a balance of how much of those to put in there.
Commune with Lava. I simply don't like it. Sure you get the option of extra spells, but you need quite a bit of mana to make this card worth it, and then any spells you don't play are just gone.
Akroan Crusader. With almost no spells to target him, he is worthless.
Akroan Phalanx. Sure, vigilance is nice and it buffs your other creatures, but for a price. Also the buff isn't that great. We get better value out of creatures or enchantments that give buffs statically.
Brass Herald. He has a high cmc, but with the four card dig, could be worth it. I'd recommend keeping watch on how cool he actually is. May deserve a cut.
Sunspear Shikari. Its not effective enough by itself. Would be better replaced with Angelic Skirmisher.
Pacifism. Simply doesn't belong.
Murder Investigation. Little value in my opinion.
Lastly, Veteran Armorsmith and Veteran Swordsmith. Yes, they statically give their buffs, and to every creature you control, but I believe you would get better value out of other cards I mentioned.
