"Vedalken Plotter" is a pun. "Plotter" as in "one who makes schemes" and "one who measures land."

Political Trickery and Vedalken Plotter both let you swap a land for one of your opponent's. Sounds fair, until he realizes you passed him an Undiscovered Paradise that leaps right back into your hand. Various ways to bounce or flicker your creatures allow the Plotter to take a land every turn, and Nevermaker and Aven Fogbringer provide backup to slow your opponent down.
