Cool deck! I think Blade of the Bloodchief goes amazing with this commander, and edict effects like Grave Pact and Dictate of Erebos do wonders do keep opponents' boards clear for your commander go swing through.

Black Market nets you a ton of mana over a couple turns, and Greed is excellent card draw for black. Vampiric Rites would also work great and gives u a (kinda) free sac outlet.

Some simple swaps I'd recommend which are low budget (I think?). These are things that directly serve the same purpose, but better.

Armilliary Sphere => Thaumatic Compass  Flip Thaumatic Compass serves the purpose you're using the sphere for, probably?, but with the bonus of extending in strength into the mid to late game as it turns into a Maze of Ith.

Sign in Blood => Tezzeret's Gambit 1 more mana, but proliferate and easier mana requirement. Or two more mana and no life cost.

Sisay's Ring => Thran Dynamo Self explanatory.

Fleetfeather Sandels => Swiftfoot Boots Hexproof is usually better than flying. The Equip cost is lower.

Leaden Myr => Dimir Signet Doesn't die to the next field wipe, which could be yours.

Some general cuts that are either working against you, not doing enough, or just to make space for other things. Cuts:

  • Crowded Crypt (Meh mana rock, not stellar token maker)
  • Illness in the Ranks (kills your slugs, could be kept with the right win cons)
  • Infernal Genesis (too expensive, opponents get to use it first)
  • Genesis Chamber (expensive, gives opponents creatures before you)
  • Gifted Aetherborn (too small, low impact)
  • Royal Assassin (Same)
  • Cabal Ritual (-1 card for speed. Gotta get a lot out of this for it to be in deck.)
  • Dark Ritual (Same)
  • Mana Leak (Great early game, but dead draw midway and on usually.)
  • Dispel (Good enough, but I needed to make space)
  • Fuel for the Cause (Same)
  • Dramatic Reversal (I don't see a combo with this in deck)
  • Morbid Opportunist (slow draw)
  • Altar's Reap (I don't see enough excess creatures until commander is in play, so you might as well turn it into a draw engine instead, see below)
  • Village Rites (Same)

Add: 6 lands. Duals are preferable, but basics are just fine as well. Harvester of Souls (draw engine) Vampiric Rites (draw engine) Mass Diminish (wipe) Mirkwood Bats (win con) Zulaport Cutthroat (win con) Bastion of Remembrance (win con) 2+ Mana rocks from list below

Some mana rocks to consider Arcane Signet Talisman of Dominance Mind Stone Worn Powerstone Replicating Ring Astral Cornucopia Everflowing Chalice

Slightly Higher cost stuff that goes really well with what you're doing.

  • Black Sun's Zenith => Infest (It's better usually, even at 3 mana)
  • Massacre Wurm => Vampire Nighthawk (Vampire is good enough, just not pulling weight at this point)
  • Asinine Antics => Grim Affliction (Another Polymorphist's Jest, but permanent)
  • Skullclamp => Slum Reaper (You already kill everything consistently, and this gives a S* load of draw) (Add a Trinket Mage to tutor it)

I think one easy swap that you could make that also potentially helps with the dilemma of adding in Chivalric Alliance is swapping either Eiganjo, Seat of the Empire or a basic Plains for Minas Tirith.

I've been okay so far at 35 lands. I can understand running Mass Hysteria for the mana efficiency, but giving your opponents' creatures haste runs the risk of benefiting other aggro strats, and activated tap abilities. Rising of the Day gives 17 of your 29 total creatures (including Isshin) that little additional buff.

My quick suggestions for cuts or swaps:

  • Swap either Brave the Sands or Fervent Charge for Flowering of the White Tree. Again, 17 of your 29 creatures get a couple decent buffs, and all your other creatures get a consistent +1/+1. Fervent Charge only buffs when you attack.

  • I think you can cut Revenge of Ravens for similarly stated reasons as Emberwilde Captain. Or, you could flat out swap with Marchesa's Decree if you really want to keep the effect, but still squeeze in another draw opportunity.

  • You can likely cut Vampiric Rites as you were thinking, especially if you end up adding Minas Tirith, which feels like a middle ground to Vampiric Rites & Chivalric Alliance in terms of getting the draw. Idk what land destruction is like in your meta, but Minas Tirith is also a bit more removal resistant.

  • Painful Truths can be a potential cut, or perhaps swap with Professional Face-Breaker. Face-Breaker is a combat damage trigger, but is still something you can benefit from since you want to go wide & hit face anyways.

  • More of a meta call, but you can maybe cut Vandalblast and/or Damn. I've been cutting back on board wipes in my more aggro decks in favor of more targeted removal, draw, or creatures.

  • Inquisitorial Rosette could be another cut. I've personally moved away from this card & Captain's Claws. I think they got phased out for additional creature slots. If you like it as a menace anthem, then Goblin War Drums is also an option. Ultimately up to you though.

Okay, this deck needs a little tuning. I got so caught up in honing the knife edge that this deck can be (and believe me, when it pops, it absolutely wrecks the table) that I made it a little hard to play. I love that the deck is low to the ground, but Crow-Umbra was right. I need more lands. I think my ideal number would be 35? 36? Unknown. but I get into so many situations where I can get out a few cards, but just get stalled at playing multiple cards per turn, or just don't draw lands and get killed because of it. So, I am very open to recommendations for cuts.

Here is what I want to fit into the deck:

  • AT LEAST: 2 more lands (maybe 3?)
  • One more piece of ramp (If it also supports some other part of Isshin, then all the better)
  • One more haste enabler (cards I'm looking at for this slot include Mass Hysteria and Rising of the Day, but again, suggestions that include a haste enabler and ALSO contribute another piece to the Isshin gameplan could be ideal too)

So that is 4-5 cuts that would need to be made. And those cuts will definitely hurt, because I love each and every card that is currently in Isshin, but I want him to be able to consistently do his thing, rather than annihilate everyone only irregularly. Thanks for any feedback!

P.S. I'm also looking at maybe putting in Chivalric Alliance instead of Vampiric Rites?

@Crow-Umbra Thanks for the excellent feedback! I'm making the switch to Vampiric Rites for a few play cycles to see whether it can provide 1) More consistent card draw than Phyrexian Arena and 2) Not out compete other cards for resources. After, I'll give Tocasia's Welcome a few cycles to evaluate its efficacy and impact.
