Thada Adel, Acquisitor is excellent ramp if you can get one. Playing every Sol Ring except your own is fun.

Shrieking Drake would combo with Kefnet's Monument (or any of your ETB's i guess). Tapping down as many creatures as you have blue mana could win a game.

Octopus Umbra fits the theme. Vedalken Shackles fits the theme but its $8.

I use Soaring Seacliff a lot. I'd keep it for that one big flying Sea Serpent.

GrimVeracity on Neera Wild Mage Copy Deck

lego22499 this seems like a very fun and explosive Combo/Copy deck! I think the key to cracking/breaking Neera, Wild Mage is going to be focusing on lower CMC ramp and interaction without jeopardizing Neera's ability. She can be a tough cookie to crack but one idea that comes to my mind is adding some cheap early game interaction that you aren't necessarily disappointed to hit with the Neera later in the game. Another way to aid in this struggle may be to run a higher than usual land count considering you may not want to be hitting many low CMC ramp/rocks with Neera's abillity and would rather hit the lands to get closer to something BIG hiding in your deck plus it wouldn't hurt to draw some extra lands early... especially Utility lands or lands that have a Cycling ability as this could help with draw if you start to flood out. That's the best I've got for now but I'll give it some more thought as well as feature the deck and maybe you can get some HOT tips from EDH players more familiar brewing around Storm, Combo, Copy, Ect. Anyways cool deck looking forward to seeing how it develops!

Low CMC Interaction

Chaos Warp, Pyroblast, Pongify, Rapid Hybridization, Reality Shift, Swan Song, Peek, Gitaxian Probe, Snap, Prismari Command

Cycling Lands

Remote Isle, Smoldering Crater, Lonely Sandbar, Forgotten Cave, Desert of the Mindful, Desert of the Fervent

Utility Lands

Castle Vantress, Mystic Sanctuary, Wandering Fumarole, Skyline Cascade, Halimar Depths, Soaring Seacliff, Faerie Conclave, Moonring Island, Cephalid Coliseum, Magosi, the Waterveil, Spinerock Knoll, Shinka, the Bloodsoaked Keep, Ghitu Encampment, Madblind Mountain, Hanweir Battlements  Meld, Kher Keep, Hellion Crucible, Reliquary Tower, Wasteland, Strip Mine

Reins of Power is amazing in multi-player. Why bother ninjitsu-ing with your own creature?

Octopus Umbra, maybe Soaring Seacliff

Draining Whelk and Pilgrim's Eye both have flying (to replace unblockable) and are great to cast and recast.

Hey, nice budget upgrades to the precon: Sea-Dasher, Reconnaissance, Brokkos, and Triome.

Elusive Tormentor  Flip and Troll Ascetic are two budget creatures who you want to mutate with Otrimi. Tormentor for Insidious Mist when mutated with Otrimi makes a 6/6 hexproof, indestructible, unblockable, trample Beast. Discard a creature with mutate to flip Tormentor and recur that creature with Otrimi. The combination of hexproof and regenerate of Ascetic is powerful with mutate.

Hexproof is key and it's wanted because it protects the creature you're mutating to from targeted removal before it mutates and then after it protects the mutate pile so you can safely mutate again. Swiftfoot Boots can equip to any creature you control giving it hexproof.

( > = could replace)

The manabase of the precon is not good and you haven't changed it much. The color fixing is not good enough to be able to consistently cast Otrimi. Needing three different colors and having 11x basic Forests is going to be problematic without more color fixing.

On a budget, a manabase change to consider is to add the Bounce lands: Simic Growth Chamber, Dimir Aqueduct, Golgari Rot Farm in place of other lands that ETB tapped. With Bounce lands have to return a land you control to your hand (bounce) and they interact well with a basic land to bounce. They help with color fixing since you tap them for two different colors of mana.

More Signets can help with faster ramp and color fixing. Arcane Signet is great, but there's three other budget Signets to consider adding: Simic Signet, Golgari Signet and Dimir Signet (Ravnica version). A Signet is helpful since any basic Forest or any other land can be used to make two different colors of mana.

Shared Summons is a budget instant creature tutor that can put any two creatures into your hand. Jarad's Orders is another creature tutor that puts a creature into your hand and any other creature into your graveyard such as one with mutate to recur with Otrimi. Primal Empathy can be repeatable draw source or repeatable source to make Otrimi bigger. Season of Growth can be another repeatable draw source, any time you cast a creature for it's mutate cost targeting a creature to mutate.

Good luck with your deck.

Fleet Swallower maybe

Perplexing Chimera and Faerie Artisans could really change what cards your opponents choose to play for "free"

Soaring Seacliff and maybe Launch

Since Thassa is in there, it looks like there can be piracy-related creatures even if they're not specifically pirates. So Treasure Nabber is a nice way to use other people's mana rocks without running any yourself. And since Thassa is in there, blinking a thief like Agent of Treachery each turn is piracy, right? Kukemssa Pirates also lets you steal their mana rocks with less questionable flavor.

Cut / Ribbons (cut to ribbons) is a pirate-y saying, right?

Barbed Sextant is color fixing with incidental card draw. Very pirate-y! High Tide is ramp-y.

Deck's pretty blue, so Scent of Brine might be useful interaction.

Does Killing Wave count? Devastation Tide wipes the board. Drown in Sorrow/Golden Demise are...bad..boardwipes for you, but maybe something? Also Powder Keg, Doom Cannon, and Coral Net are bad removal.

Old Man of the Sea is also...weird...

Lightning Round: Renegade Map. Tidal Surge. Pillage. Shivan Reef. Dreadship Reef. Soaring Seacliff. Lonely Sandbar. Breaking Wave. Explorer's Scope.

Make sure to mark your Commander with * CMDR * (no spaces there)

What is the combo that you are going for?

With Niv-Mizzet, Parun I would definatly throw in more instant/sorcs to get the most out of their ability.

Personally I don't like my lands coming in tapped. Try swapping the tapped lands such as Soaring Seacliff or Looming Spires for basics to help speed the deck up some.

Good budget deck though.

P.S. Love the name of the deck :Þ

Happy Building!
