I was looking into the spore counter archetype and found your deck. Some cards I'm running that I found are Selesnya Evangel, Undercellar Myconid, Fungal Infection, and Scatter the Seeds. I think you also shouldn't have something like the same amount of plains as forests, because if you look at your pip counts it's 32-green to 4-white. Think about making the deck less pretty, more 3x, 2x, and 1x cards, not every card deserves a playset.

sean360: generally, the point of tapping creatures (or even tapping additional creatures) is to help reduce the mana cost of an ability (an example would be Selesnya Evangel vs Selesnya Guildmage). This also works ith powerful abilities as your options would be to have them cost prohibitive amounts of mana, or to have hybrid costs.
Given that Trostani, Selesnya's Voice only costs 3 to populate as a tap ability and Vitu-Ghazi Guildmage only costs 4 mana to populate with no other restrictions, 3 mana as a tap ability is very reasonable. Also worth noting is that sure, the commander gets much better with Seedborn Muse, but so do a lot of other commanders. That's more about seedborn muse than it is about your commander though.
The point of this creature though (similar to Vitu-Ghazi Guildmage) is that it has the ability to create a token which you can then start populating from (i.e. it doesn't need any additional card support to do its thing). Guildmage has the ability to create multiple tokens at a high cost (6 mana for a 3/3 is quite expensive if it were a creature, but on an ability it makes a lot of sense). Your idea here is that your commander does a similar thing. While you can't keep churning out 'seed tokens' (something guildmage can do if all tokens are destroyed), your token has the ability to be very powerful.
This is why I would recommend tying it to "creatrue you control" which helps self balance the card. You can't just copy the biggest baddest thing on the battlefield, unless you're the one who already played it (regardless of how you got it onto the battlefield). It also stops you from just straight up cloning an opponent's commander. Again, there are cards that do this but you have to work for it (in that you have to find/draw the card and then play it - it's not just straight up tied to your commander).
Additionally, this isn't a "copy/steal" deck as much as it's a "play big tokens then make more of them" deck. Not only are you the wrong colours for that kind of deck (typically they lean more into grixis) but also you really don't want to play a copy/steal deck.

Looking good! I tried a Pauper EDH deck built around Sigil Captain in the past, and it's fun seeing what undercosted bruisers you can get by looking at all of the 1/1s with funky abilities. I feel like you got most of the heavy hitters, but sometimes some creatures that aren't 1/1s can help your cause!
I think the most impressive of these is Safehold Elite - since Persist brings her back with a -1/-1 counter and +1/+1 counters and -1/-1 counters cancel each other out... no matter how many times she dies, Sigil Captain will let her come back as a 3/3! An unkillable 3/3 should be even more impressive than the various 1/1s who give you a replacement on their death. Another handy creature to keep around is Ainok Bond-Kin - though his 2 power might keep him from picking up the Captain's boost, giving First Strike to all of your other creatures makes them even more of a pain to deal with in combat. They become even more fearsome when gang-blocking, letting three innocuous creatures take down a rampaging Ulamog's Crusher - your foe's creatures won't stand a chance! Sporeback Troll likewise gets in on the +1/+1 counter love, letting you regenerate any of your other creatures for a measly two mana.
As far as other handy 1/1s go, I think it might be worth considering Deftblade Elite , Faerie Guidemother , Hungry Spriggan , Selesnya Evangel , Shinewend and Soltari Trooper . Having some extra removal never hurts, and some of these creatures can hit a lot harder than their size suggests!

For a token deck, you don't make very many tokens.
The very best token producer in Pauper is Sprout Swarm. This card is often a win condition in even non-token decks because of how powerful it is. I cannot recommend this card enough.
Battle Screech makes many tokens for very little effort. Fliers are a great bonus, too. This is another one of the best token producers out there.
In terms of card advantage and having a sticky board, Cenn's Enlistment is extremely powerful. It can turn all your late game lands into 1/1s to reinforce your board.
Other decent token producers are Icatian Crier, Maul Splicer (good top-end), Miming Slime (good with pump effects), Penumbra Spider, Raise the Alarm, Scatter the Seeds, Selesnya Evangel, Slime Molding (good with populate), Sporemound, Triplicate Spirits, Wake the Reflections and Walker of the Grove. There are few other good ones, but these see more play.
I would recommend running most/all the soul sisters. Soul Warden, Essence Warden, Soul's Attendant and Anointer Priest are all fairly strong.
Ivy Lane Denizen is a great choice for you. Most of the tokens you'll make will be green, which will in turn grow whatever creature you want (or it basically turns all your 1/1s into 2/2s, which is huge).
Rampant Growth could easily be Sakura-Tribe Elder, which is basically the same card but with a 1/1 body for free that you can attack and block with.
I understand you want to maybe cycle them, but Safe Passage can be a big blowout in your favour.
In terms of cuts, I would think about cutting a lot of the non-token stuff. The cards that tap down creatures seem like a good place to start, since ideally you are going wider than your opponent anyways. Ardenvale Tactician and Expose Evil are easy cuts. Next, some of the more vanilla creatures that would be better served as more token producers, like Aven Skirmisher, Healer's Hawk, Faerie Guidemother, Pilgrim's Eye (you don't need this when playing Green), Sedge Scorpion and Voracious Typhon. Then, in your enchantments Bonds of Faith and Squire's Devotion seem like weaker options. For protection spells, you could be doing much better than Flicker of Fate.

I was actually just designing a deck much like this a few days ago, although I was looking at GW because I considered Pallid Mycoderm to be superior to Deathspore Thallid (-1/-1 one of their creatures vs. +1/+1 all of mine). White also gives you access to Selesnya Evangel , although Night Soil may be better in many situations.
If you do stay with black, I would consider adding Fungal Infection as a cheap chump blocker removal that also gains you a Saproling, vs. Deathspore which costs you one. I would also consider Tukatongue Thallid as an early two-for-one.
As far as lands, dual lands should help make your mana base more reliable. I’d recommend Jungle Hollow or Golgari Rot Farm . If you’re looking for ETB effects, you could try Khalni Garden , Turntimber Grove , Fertile Thicket , Gingerbread Cabin , Bojuka Bog , Mortuary Mire , and Witch's Cottage .
