Enchanted creature gets +2/+2 and is goaded. (It attacks each combat if able and attacks a player other than you if able.)

Whenever enchanted creature attacks, you scry 2. (Look at the top two cards of your library. You may put any number of them on the top and/or bottom of your library in any order.)

I added a Pauper EDH deck yesterday and Psychic Impetus is showing as illegal. It was printed at common in CLB and as far as I can tell it has not been banned.

Going mono seems legit, but let me throw in another way:

If I counted correctly, you have 21 sources of Scry in here. 13 of them are small numbers on instants or sorceries. The remaining 9 are more or less repeatedable effects on permanents. My suggestions is to cut most of the one-shot scry effects. Valid exceptions are interaction spells that aren't overcosted (looking at Sea God's Revenge). You'll propably end up somewhere slightly below 100 cards that way. Fill that up with more repeatable scry effects and you're basically fine.

Tried playtesting this against my Minn, Wily Illusionist EDH deck. On turn 6 or 7, I gained control of Karona, False God, attacked, then played Ixidron, effectively trapping your commander on my board. Another card in my deck would effectively do the same thing: In Too Deep. It was a bit of a slow drawn out process from there, but you may need something to destroy your commander if it gets trapped like this. Also saw after that this is meant to be a political deck, but.. just some notes.

Something like Shiny Impetus, Psychic Impetus, or Parasitic Impetus may help in situations like this, where it gets turned face down.

I just built these two together the other night, and I love seeing how other people get on similar ideas and brew like this. I ended up taking apart a sub-par Baral deck to build this, so there are a few differences and possible card ideas I thought you might consider. Isochron Scepter and Dramatic Reversal are always good for mono-blue decks that need to bring a lot of mana and have enough supporting artifacts. Thassa, God of the Sea has a passive scry ability and can give unblockability when needed. Talrand, Sky Summoner, Murmuring Mystic, and Docent of Perfection  Flip are great ways to build a flyer army from playing instants and sorceries. Eyes Everywhere, Sphinx of Foresight, and Retreat to Coralhelm have great passive scry abilities. I like the idea of tossing Psychic Impetus on an opponents creature for free draws on other turns, or just throw it on one of your own creatures. Finally, I think the only other cards I had that are notable are Spark Double and Jace, Wielder of Mysteries. I cut a lot of my more costly (mana-wise) one-time scry cards, and a few of my lower cost scry spells that don't do much on their own or arent gonna get great value sans the commanders.

The vows are nice but targets can still block your creatures. Bloodthirsty Blade, Martial Impetus, Psychic Impetus and Predatory Impetus instead? I hate Vow of Duty unless its on my guys.

Necropolis is an old fun card. Wall of Junk can be recast for card draw.

RNR_Gaming those are some good suggestions! I tried to look for cards that could bring as much recurrable top deck manipulation as I could, Castle Vantress, Crystal Ball, Psychic Impetus, and Sigiled Starfish as examples. Cards like Brainstorm and Ponder are pretty powerful for one-time plays, but I was trying to seal the long game with the previously mentioned selection. However, I suppose that same argument could be used against the inclusions of Savage Beating and Seize the Day, though I thought getting in extra attacks could mean more triggers and potentially game-winning plays so I made an exception.

As for Sensei's Divining Top, I was considering it, but I was looking to budget some of the options to keep things within as reasonable as a price range I could.
