Nice. Distorting Wake then Disorder in the Court is just so mean. Either to bait a counterspell or remove all resources for other interaction. I love it.

One, maybe it would be funny to call the list Hinata-Kun XD

Control

Render Silent, Counterflux, Disallow for a bit more counter magic

Hullbreaker Horror: I have been really loving this card lately, it is expensive (CMC) but helps to keep control of the board

Opposition: works with Willbreaker and other cards I will suggest

Reality Shift, Fateful Absence, Generous Gift : spot removal

Malevolent Hermit  Flip: counterspell and protection

Teferi, Time Raveler, Teferi, Mage of Zhalfir, and Grand Abolisher protect your shennaigans

Drannith Magistrate: stop you oppnenets from casting their commanders

You could run Orbs with Urza and Opposition

Baral's Expertise

Supreme Verdict, Winds of Abandon, Wrath of God: Wipes

Blinkers

Brago, King Eternal

Deadeye Navigator

Eldrazi Displacer

Thassa, Deep-Dwelling: slow, but consistent

Blink Targets

Skyclave Apparition

Venser, Shaper Savant

Dockside Extortionist

Spellseeker: search your X spells

Cyberdrive Awakener: if you want to win off your rocks and treasure tokens

Draw

Whirlwind of Thought

Esper Sentinel

Sea Gate Restoration  Flip: may as well if you're playing blue

Shorikai, Genesis Engine: fun card, can be a win con between being an 8/8 beater and some combos involving Intruder Alarm

X spells

Distorting Wake

Mass Manipulation

Disorder in the Court: this can help for draw, protection, and "Blinking"

Smoke Spirits' Aid: I don't know if it fits, but could be spicy

Comet Storm

Call the Coppercoats

Combos

Deadeye Navigator/Eldrazi Displacer + Peregrine Drake = Infinite mana

Elsha, the Infinite/The Reality Chip + Sensei's Divining Top + Thassa's Oracle/AetherFlux

Hullbreaker Horror + Mana Crypt, Sol Ring, Mana Vault: Infinite bounce only need 2 rocks

Dockside Extortionist + Deadeye Navigator: can generate infinite mana

Grand Architect + Pili-Pala: Infinite color mana, only need a Blue to initiate, I would have at least 2 infinite mana combos with all the X spells

Synod Artificer (I wish Hinata worked for abilities + Swift Reconfiguration + Gilded Lotus = infinite mana

win cons (Outside of combos)

Metallurgic Summonings: you make big tokens and gives recursion.

Guttersnipe: ouch

Monastery Mentor: tokens

Shark Typhoon: tokens

Jin-Gitaxias, Progress Tyrant is made for this list

Urza, Lord High Artificer: can make use of a lot of artifact tokens that can be created in this list and can be an outlet for infinite mana to cast your deck

Elesh Norn, Grand Cenobite: probably good if you run a lot of token producing cards like Saheeli, Sublime Artificer, Monastery Mentor, Shark Typhoon, Metallurgic Summonings, Manaform Hellkite, Talrand, Sky Summoner, Kykar, Wind's Fury

Other

Primal Amulet  Flip

Kykar, Wind's Fury

Eerie Interlude comes to mind as a way to avoid board wipes. Another solution would be to Distorting Wake yourself and just rebuild seeing how with slivers that is generally pretty easy.

Mistblade Shinobi, Ninja of the Deep Hours, Cephalid Constable could be good. Especially with your commander

Aether Gale, AEther Mutation, Alexi, Zephyr Mage, Displacement Wave, Distorting Wake, Profaner of the Dead, Reality Strobe lol do this!, Scourge of Fleets, Words of Wind (very good if you start swarming with edric/bident of thassa out)

you might want Lifegift as well, people be gunning for blue decks!

@Austin_Smith_of_Cards: Thanks for the suggestions! All good ones too! I think I have to pass on Stunt Double if only because I'm slightly over $40 as it is and I'm really trying to keep it at that limit. I'll change out Distorting Wake and Hoverguard Sweepers for the other two.

I'm fine with Gauntlet of Power possibly helping other people, as I plan to make it benefit me the most. Extraplanar Lens has the same possible drawback, but so far it's been great.

Thing in the Ice  Flip will most likely go down unless some deck seriously abuses it, but I think it's a great addition to this deck since like you said it comes down early and gives us some protection. Flipping it will be nice benefit when possible.

I'm rethinking both Sun Quan, Lord of Wu and Engulf the Shore. Sun Quan would have been a fun include, but looking at the deck I can't find anything I want to cut for it. Engulf the Shore is kind of nice, except it does hit our creatures as well. That might be a dealbreaker for me, but a 4-mana instant-speed board wipe is enticing.

Devastation Tide is kind of a pet card for me as it was one of the first board wipes I had access to when I got back into Magic, and I played the hell out of it! I also really like it in this list because it's on theme, can deal with token armies and typically swings the tempo of a game in your favor especially when you miracle it. You have a good point about it hitting our stuff, but we can usually rebuild quickly with all the ramp available.

Upheaval is banned in commander, but something that isn't banned is Sunder. That's a card we can easily play around and would be perfect to play after something like Cyclonic Rift or Distorting Wake.

Thanks for the input AaronMosh, I'll keep it all in mind when making the next round of changes.

Have you considered Shared Triumph or Adaptive Automaton? Also, I realize Kiri-Onna can be recast, but it's 5 mana every time. You'd get more value out of Aether Gale or Distorting Wake. Even Man-o'-War is better. Exclusion Ritual is just bad for EDH. Spirit en-Kor doesn't serve a particular purpose. Drowned Rusalka is decent card draw, while Eidolon of Countless Battles is good with token creation (things like Spectral Procession and Midnight Haunting. Auras exiled with Brago can't enchant something that enters the battlefield at the same time that they do. Geist of Saint Traft would be good. Meteorite is too expensive and has little value. You're running white, so there are many options (like Banishing Light) that would probably be better than Spine of Ish Sah.
