No prob, I'm happy to help. Isshin is my favorite commander of the past year, and one I've had a lot of fun playing. Happy to chat about Isshin theory.

I think he has some awesome options that should fit well within your budget. In looking at your list a bit more, and considering what you have in mind, here are some more thoughts I have:

  • You are correct about Shakedown Heavy. I'd say give it a try and see how you like its play pattern irl.

  • I'd recommend swapping Emblem of the Warmind with Rising of the Day. Emblem is cheaper, but is more vulnerable to incidental removal as an Aura. Rising of the Day also has a helpful little buff for your Legends.

  • I think Myriad in general is great with Isshin, and would recommend checking out Elturel Survivors as a potential swap with Coastline Marauders.

  • Ankle Shanker could be a potential swap with Pyreheart Wolf in terms of its keyword anthems. Similarly, Vault of the Archangel and Kaya, Geist Hunter are additional death touch anthems. Kaya can also be a budget token doubler.

  • You can potentially replace Lightning Runner with Aurelia, the Warleader. I think she should be under $10 now due to some of her recent reprintings. On the note of getting multiple attack steps, I think 2-3 effects are plenty, since they act more as finishers.

  • Although they're a bit over your budget, I'd recommend Dolmen Gate and Clever Concealment as board protection options. Isshin thrives on maintaining a strong board presence, so anything that can proactively do that, or do so at instant speed can do a lot to keep your momentum going.

  • If you want to expand your draw options, Chivalric Alliance, Firemane Commando, and Minas Tirith are all newer options that could be worth looking at.

  • 33 lands is a liiiitle low, I think you can cut a couple of the Signets for a couple more lands.

  • Since you already have a few effects that make creature tokens, I think that group-slug effects like Impact Tremors, Hellrider, and Commissar Severina Raine to name a few can help you really punch damage around the table. While the power/toughness anthems are helpful more so for helping your board survive attacks, they aren't as helpful if your board doesn't have Menace, Trample, or some other evasive anthem to punch through. The group slug effects help soften up your opponents to help make combat damage more effective, and vice versa. Impact Tremors and similar effects can be pretty nasty with those additional Myriad tokens, and any other attack trigger tokens that Isshin doubles up.

  • I think your last 11 cuts can come more from your Instants and sorceries and sculpting those to what your meta is like.

I think you have the beginnings of a decent Isshin deck here, but could make some minor & inexpensive adjustments to help focus it a bit more.

When making adjustments to your creature base, I'd recommend generally removing anything like Cliffhaven Sell-Sword that doesn't really have any abilities, or Sky-Blessed Samurai, which doesn't really fit with your theme.

Isshin lives primarily in combat, so you'll want to focus on attack triggers if possible. Here are a few relatively inexpensive attack trigger creatures that I like, some of which I run in my Isshin deck:

Vigilance Anthems are also super helpful for keeping your board swinging aggressively, but staying untapped for blocks. A few I really like:

If you haven't considered them yet, I recommend checking out Silent Arbiter and Crawlspace as additional support pieces to your Exalted theme.

There are some creatures that hit pretty hard by themselves, or create tokens with Myriad. The tokens don't count against Exalted since they weren't declared as attackers:

Glad you liked the suggestions mr5cientific. I love flavorful deck primers/descriptions/themes.

If I may suggest a cut starting point, I think you could probably cut Alesha. I love her, she's what my Mardu deck was before I converted it to Isshin, but she is only able to reanimate 9 of your 21 creatures. I think the rest of the cuts will come to you the more you play and get a feel for the deck. When I make cuts, I tend to look for cards with the most narrow focus, or that have a very narrow/specific synergy with the deck overall

Do the extra combat effects feel reliable to you? In play-testing they felt hit or miss for me, or like they needed Vigilance anthems to get the most out of them. To me, the extra combats felt like hoops to jump through when you can instead anthem up damage and hit really hard in single swings.

If you'd like another 1 drop attack trigger creature, I'd recommend checking out Signal Pest if you haven't already. Fairly easy to play, and helps anthem up your board when you swing out. If you'd like another fairly cheap Battle Cry effect, I'd also recommend checking out Accorder Paladin.

If you're open to it, I'd also recommend swapping out Coastline Marauders for Unquenchable Fury. Same mana cost, but Unquenchable Fury deals the damage without even needing to connect, and can effectively turn any of your creatures into a pseudo-Coastline Marauders since it recurs itself. Unquenchable Fury has melted opponents each time I've played it in my Isshin deck.

If you want to trim your mana curve a bit more, I'd recommend trimming some of your higher CMC creatures in the 6-7 cmc range. Doesn't matter which ones, just your personal preference on whichever have felt most lack-luster when played. Here are some other cool creatures in the 4-5 cmc range that could be some decent swaps:

I'd recommend checking out Signal Pest and Vicious Conquistador if you want a couple more options for cheap creatures that pack a punch. Hellrider is also great in Isshin decks.

This is my personal preference, but I recently swapped out Coastline Marauders for Unquenchable Fury in my Isshin deck. Unquenchable Fury basically makes any of your creatures into a Coastline Marauders, and has less mana investment for its built-in recursion. I found that my Coastline Marauders often got multi-blocked. Unquenchable Fury front-loads that damage instead.

The first thing that's jumping out at me is how many high drop creatures you're running. I bothered to do the math and your creature avg. cmc comes in at a whopping 5.04. I suggest more 3 drop and under creatures like Hanweir Garrison  Meld, Skyknight Vanguard, Soltari Champion, Akroan Hoplite, Honored Crop-Captain, Breena, the Demagogue, Captain Lannery Storm, Coastline Marauders, and Mirror Entity while removing some of your highest cmc creatures.

DrMengueche your suggestions sound interesting as i also sometimes run my Saskia deck in some 4 player pods. Do you have a list i could take a look at?

Also i am not sure i would say that Coastline Marauders is bad in multiplayer as it can deal a ton of damage for a 3-drop and late game it can be encored to get the last damage through.
