Windfall Over Draw

Hypothetical situation here: If each player has ten cards remaining in their deck and I cast Windfall while a player has fifteen cards in hand do we all lose simultaneously or do players draw cards in turn order and lose in that order?
(to be clear, people draw cards in turn order, but that doesn't affect the outcome because it all happens during the same effect.)

Thought so, was misunderstanding when state based effects were checked. Thanks Polaris

Losing the game because you try to draw from an empty library is a state-based action, so everyone loses simultaneously (state-based actions will not be checked until Windfall has finished resolving).
121.4. A player who attempts to draw a card from a library with no cards in it loses the game the next time a player would receive priority. (This is a state-based action. See rule 704.)
