[Pauper EDH] Foundation Breaker - Evoke from Command Zone?

In Pauper EDH (pEDH), any creature, legendary or not, can be your Commander as long as it is an Uncommon.
Can I evoke Foundation Breaker over and over from the command zone for 1G, ignoring the rising command tax entirely? This means it's really an infinite way to destroy pesky artifacts or enchantments for merely 1G, which is very useful throughout the game, especially when you have the mana. And it's green.
Is this correct?

Nope, was wrong. The command tax is an additional cost that applies no matter.
