Assuming I have only green creatures with cmc 3 or less and no legendary does this work how I think? Essentially grabbing every creature from my deck and dropping them as a copy.

Very simply, yes.
In a more complex matter, everything that goes onto the battlefield is now a bellower, and it enters as a bellower with the bellower ability, and while it's in the library, it can be any green nonlegendary with CMC 3 or less.
