Does Willbreaker + Graft aloow stealing?

If I have Willbreaker and a graft creature in play, such as Novijen Sages, does that allow me to steal opponents creatures as they enter the battlefield?

Probably a good thing, I was considering the possibility of adding it to my Marchesa EDH (Marchesa, Death & Betrayal) filled with graft and sac outlets. It probably would have been unfun to play against.

No. The Graft ability does not target the creature.
