As Battle of Hoover Dam enters the battlefield, choose NCR or Legion.

• NCR — At the beginning of your end step, return target creature card with converted mana cost/mana value 3 or less from your graveyard to the battlefield with a finality counter on it. (If a creature with a finality counter on it would die, exile it instead.)
• Legion — Whenever a creature you control dies, put two +1/+1 counters on target creature you control. (Dying is being put into the graveyard from the battlefield. Tokens enter the graveyard before they cease to exist.)
