The New Rule

I heard that there is a new rule If you mulligan scry1 is this true because that is a bit overpowered I think everyone will want to mulligan.
If this is real but you kept the hand at 7 apparantly it says if that player has fewer cards in hand that player may scry1 Would this also activate with Leyline of Sanctity
The Official Rule reads:
103.4. Each player draws a number of cards equal to his or her starting hand size, which is normally seven. (Some effects can modify a players starting hand size.) A player who is dissatisfied with his or her initial hand may take a mulligan. First, the starting player declares whether or not he or she will take a mulligan. Then each other player in turn order does the same. Once each player has made a declaration, all players who decided to take mulligans do so at the same time. To take a mulligan, a player shuffles his or her hand back into his or her library, then draws a new hand of one fewer cards than he or she had before. If a player kept his or her hand of cards, those cards become the players opening hand, and that player may not take any further mulligans. This process is then repeated until no player takes a mulligan. (Note that if a players hand size reaches zero cards, that player must keep that hand.) Then, beginning with the starting player and proceeding in turn order, any player whose opening hand has fewer cards than his or her starting hand size may scry 1.
This means that a player may keep their starting hand as normal OR if they choose to mulligan they may then mulligan as normal, then if any players did choose to mulligan they would then scry 1

The Leyline would be put in after you Scry 1. Also, I don't quite understand about why the Leyline of Sanctity would care about Scry.

I believe erabel's post is correct
I don't see the interaction that Leyline of Sanctity would have though aside from just being on the battlefield.

I think what's being asked here is whether beginning the game with a Leyline on the battlefield as part of its own ability would put you to six cards before the scry, thus allowing you to scry even if you stayed at 7 cards. The answer is no, and it was addressed in erabel's post.

sonnet666 yes you are correct I was meaning about not mulliganing having leyline in hand and playing it to see if the scry would still activate

Ok then.
Basically: If you don't take the mulligan, you don't get the scry.
That's it, and there's no way to cheat the system, because Wizards doesn't like it when people get to do that.

Well, technically it's not "If you mulligan, scry 1", it's "If you have fewer than 7 cards in your starting hand, scry 1." But the bottom line is that the Scry 1 happens before "At the beginning of the game" triggers.

Once again, the scry is neither activated nor triggered. It's just part of the rules. It's a step in the mulligan process.
The Leyline's ability is triggered, not activated.

@JWiley129 Yeah, about that, what are these cards they were mentioning that adjust your starting hand size? I couldn't think of any, and I don't feel like figuring out how to search for that on gatherer.

sonnet666 - There are cards that increase your maximum hand size, but none that increase your starting hand size. At least none that I can think of.

The ante cards maybe? They might have wanted to cover that for casual play.

The Vanguard cards. They can affect your starting hand size and life total. Incredibly narrow, but they do exist.

Note that this isn't an official rules change yet. It's being tested at PT Origins before the final decision on whether or not to keep it.

The only bit that's an actual rules question here is the bit about Leyline of Sanctity, so I'll answer that by linking to Matt Tabak's (rules manager for MTG) Tumblr here.
If you don't want to follow the link, here's the question asked, followed by the answer given:
"How would the new rule work with cards like leyline of sanctity? Would the card be on the battlefield in time for you to scry or no?"
"No. You scry just before any opening hand actions like Leylines and Chancellors."
(Also also, nitpicky thing, but Leyline of Sanctity's ability is not activated ever. It's just a static effect, I think.
