Say Player A controls Share the Spoils.

For some reason, Player B concedes the game.

Does Share the Spoils exile another card from everyone?

Yes, if a player concedes Share the Spoils will trigger.

104.3a A player can concede the game at any time. A player who concedes leaves the game immediately. That player loses the game.
