Iona VS Abrupt Decay

Since Iona, Shield of Emeria can name a color an opponent has and keep them from casting that color, does it keep that opponent from casting Abrupt Decay since it cant be countered?
So long as the named color is Green or Black, than Abrupt Decay can't be cast.
There's a difference between Iona saying that spells of that color are countered and that spells of that color can't be cast.
If a card gets automatically countered, like in the case of Chalice of the Void , than yes, you would be able to cast, and resolve, Abrupt Decay , but Abrupt Decay can't even be cast under Iona, so it's "can't be countered" text doesn't

Iona, Shield of Emeria doesn't counter the spell; it simply says "you can't cast this." To even get to the point where a spell can be countered, it has to successfully go through the casting process (which can't be interrupted), at which point it goes on the stack.
Mind that the resolution of a spell and the casting of a spell are two different things. Countering something stops it from resolving, not from it being cast.
