If I play Show and Tell and pick Dream Halls and other player picks Oblivion Ring can he target Dream Halls with Oblivion Ring since they come out at the same time i think so but just want to be sure

Yes. The permanents enter the battlefield simultaneously, and triggered abilities are handled afterward.
When your opponent handles Oblivion Ring 's ability, Dream Halls will be a legal target.
