Can I Exert Pride Sovereign in it's first turn?

Without Haste you can't attack or activate abilities that cost unless you've controlled the creature since the beginning of your turn.

If you were to give it haste, then yes. Otherwise, you can't pay for the .

Follow up question: Can I exert while attacking?My understanding is that I can, and it will result in Pride Sovereign to NOT untap my next turn.

No, you can't attack AND exert with the ability. Of course, you COULD give it vigilance, so that you can attack, and still make it TAP by activating the ability when you wish (even during combat phase).

Yeah, similar deal, with Vigilance or some sort of instant-speed untap effect, you can exert it while attacking, but if it's tapped (say because you declared it an attacker) then you can't activate that ability at all.
