Changeling Instants + Silumgar's Scorn

I know revealing a changeling card in your hand triggers Silumgar's Scorn, but what about if you control a changeling instant on the stack? Does it still count as controlling a dragon as you cast Silumgar's Scorn? Example: I Crib Swap my opponent's creature, then they respond with Remand, then I cast Silumgar's Scorn to counter the Remand, but don't control a dragon creature or have a dragon card in my hand.

A spell on the stack doesn't count. Though you do control the spell, there's a special rule that specifies the text on Silumgar's Scorn and similar cards only refers to something on the battlefield:
109.2. If a spell or ability uses a description of an object that includes a card type or subtype, but doesnt include the word "card," "spell," "source," or "scheme," it means a permanent of that card type or subtype on the battlefield.

No, it doesn't. Silumgar's Scorn says it cares about you controlling a "dragon", with no further specification. Seemingly unspecified clauses like that actually mean "a permanent with the subtype Dragon".
In order for a Crib Swap on the stack to count, the card would need to be worded with something like "if control a Dragon or a Dragon spell on the stack".
