The idea is to slowly bring everyone to the brink of destruction, because if nobody can partake in war, there can be only peace.
That was Apocalypse's goal in the movie; To rid the world of weapons and technology, to stop all wars.

Do not read below or click link if you're worried for spoilers. I'm not too much into card creation, I just saw your name so I knew it had to be good.
Something along the lines of this
In the show, he effectively tries to get everyone under a mind control jutsu (spell) where they live out their happiest days. This is all done in an attempt to blot out war by becoming the ultimate dictator.
