Yes, but there are really only 2 kinds of deck: decks that use mostly non basic lands and decks that win with bloodmoon. If you look through these decks you'll see most competitive decks only have 0-3 basic lands, https://www.mtggoldfish.com/metagame/legacy#paper
Non basic lands are more efficient, so it's worth losing 3% of your games to bloodmoon to win 20% more.

Yes, so turn one you want to go ancient tomb (or crystal vein for budget purposes) into exiling guide cast bloodmoon (in this case it was ramp), or on turn 7 when your opponent is locked you can top deck and cast it to start attacking with a 2/2 (now it's a win condition).

A couple good cards for this deck are bloodmoon, avalanch rider, fulminator mage, and wasteland. In legacy cards that are 4 or more mana need to swing the game; 6/6's and 4/5's aren't as good as a fast bloodmoon. Ramp like lotus petal, chrome mox, and simian spirit guide (which can also be a win condition in a pinch) are necessary to get in front of your opponent quickly, and Planeswalkers are often used in these decks as a hard to answer way to close out the game.

I've seen people try to make this deck before with little success. The biggest problem is that by having opponents draw more cards they are getting to their win condition faster and drawing answers more consistently, the best way to get around this is resource denial. Cards like sphere of resistance, thorn of the amethyst, bloodmoon, sinkhole, back to basics, trinisphere, chalice of the void, tsabo's web, and wasteland are all reasonable options depending on your build.

You should add more removal and permission. Swords to Plowshares, force of will, counsel's judgment, counterspell, flusterstorm are all good. Streamlining the deck to be less enchantment ramp to enchantment tool box will help to, zur the enchanter would be ideal (and extra copies can be pitched to force of will), this will let you grab detention spheres, banishing lights, phyrexian arena, back to basics.
You need to lower your average card cmc. If it costs more than 3 mana and won't automatically swing the game, don't run it.
Your mana base needs work, using duel lands and fetches will let you comfortably run 3 colors and grab basics of your going to slam a back to basics. Some man-lands (Max 2) will grind your opponent out when needed.
Beyond all that, if nothing else, you need cantrips. Brainstorm is an amazing card with fetch lands (or anything that shuffles), ponder is always good, and preordain can stand in for brainstorm if you choose not to run fetches.
